Rental property loans, underwritten on the lease
Torrance DSCR Loans for Rental Property
A Torrance DSCR loan starts with one number: rent divided by the full payment. Torrance rents are high, with Zillow’s average at $3,006 in September 2026, and so are prices, which makes that ratio the first thing to check on any rental here. Below is how lenders read it, what the local rent rules are, and how much down a typical purchase needs.
Price my rental loan How DSCR loans work
How a Torrance DSCR Loan Reads the Rent
A DSCR lender divides rent by the full monthly payment: principal, interest, taxes, insurance and HOA dues. A ratio of 1.00 means the rent just covers it. Most programs want 1.00 or better, pricing is best at about 1.20 and above, and some lenders accept 0.75 to 1.00 with more down or a higher rate. Your W-2 or tax return is not the test, and the loan is for investment property only.
If you are buying a property with a tenant in place, the lender may use the current lease rather than market rent, so ask what the tenant actually pays. Zillow’s $3,006 average and the Census Bureau’s $2,280 median gross rent for 2020-2024 differ mainly because long-term tenants sit on older leases.
Who Rents in Torrance, and at What Price
Sources: Zillow Observed Rent Index and Home Value Index (September 30, 2026); U.S. Census Bureau ACS 2020-2024; City of Torrance Housing Element.
The majority of Torrance households own, so renters are a smaller share of households than in a majority-renter city. They include staff at Torrance Memorial and Providence Little Company of Mary, and employees of the aerospace and auto companies, including American Honda’s U.S. headquarters. Apartments, townhomes and condos cluster around Del Amo Fashion Center and Old Torrance.
The city’s Housing Element found 36% of renters rent-burdened, and about 55% of elderly renters. For an investor, that is a reason to underwrite at the rent a unit can actually sustain, not the highest listing on the street, and to keep reserves for vacancy and turnover.
Where a Torrance DSCR Loan Can Pencil
The calculator starts with a $780,000 property, about the Zillow typical value in Windemere, Springwood and Windsong, the city’s lower-priced neighborhoods, renting at the citywide average of $3,006, with 30% down. Add HOA dues if it is a townhome or condo, and adjust the rest to match the listing.

Example only. The rate is set one point above today’s Los Angeles County 30-year par rate, used for illustration rather than as a quote. Actual DSCR rates depend on the ratio, credit score, loan amount, prepayment option and property type. Property tax is estimated at 1.15% of price and insurance at 0.35%.
Even with 30% down at the lower end of the market, the average rent falls short of 1.00, and at the citywide typical value of about $1.1 million the gap widens. Making the numbers work here can take a much larger down payment, a small multifamily building so several rents cover one mortgage, or accepting a ratio under 1.00 and its higher rate for a long-term hold. Try each in the calculator before you make an offer.

Merit-Carson Area
About $574,000, the lowest-priced area in Zillow’s Torrance data and the closest to break-even at typical rents. Housing type was not verified.
Windemere, Springwood and Windsong
About $768,000 to $789,000, the starting point in the calculator above.
Old Torrance (90501)
About $1.0 million across home types, with older homes and apartments. Small multifamily here is where several rents can carry one loan.
Del Amo Townhomes and Condos
Attached homes near Del Amo Fashion Center, where HOA dues enter the ratio and the project has to pass the lender’s review.
North Torrance (90504)
About $1.06 million for single-family homes, which rarely reach 1.00 at standard down payments. Read refinery-related disclosures on homes nearby.
Rent Rules: State Law, Plus Some History
Torrance has no local rent control or rent stabilization for apartments. Covered units follow the state’s Tenant Protection Act, AB 1482: in any 12 months, rent can rise by no more than 5% plus the regional CPI change, or 10%, whichever is lower, measured from the lowest rent charged in the prior 12 months, with at most two increases in that period. Rent resets on turnover. After 12 months of tenancy, an eviction needs an at-fault or no-fault reason. In 2019 the city estimated the law would protect about 22,930 Torrance households. It is in effect until January 1, 2030.
Exemptions matter for single-family rentals. A house or condo owned by an individual, not a REIT, corporation or LLC with a corporate member, is exempt from the cap if the tenant received the required written notice, and so is housing with a certificate of occupancy issued in the last 15 years. If you plan to hold the property in an LLC, talk with your attorney about how that affects the exemption.
Two local actions are worth knowing about. In October 2019, before AB 1482 took effect, the City Council adopted a temporary urgency ban on no-fault evictions in buildings built before 2005, which ran through December 31, 2019. And in April 2022 the Council directed staff to draft a rent stabilization ordinance for mobile home spaces modeled on AB 1482; we could not confirm whether one was adopted, so check with the city if you are looking at a mobile home park.
Short-Term Rentals Near the Beach
Torrance has about 1.5 miles of beachfront on Santa Monica Bay, and buyers sometimes ask about nightly rentals near it. This page does not cover the city’s short-term rental rules, so confirm them with the City of Torrance before you count on that income. Some DSCR programs accept short-term rental income, but the rules vary, and long-term market rent is the basis most lenders use.
Torrance DSCR Loan Terms, and the Next Property
- Down payment: 20% to 25% minimum on a purchase; more for ratios under 1.00, which in Torrance is often the case.
- Credit: floors around 620 to 660; pricing improves above 700.
- Reserves: usually three to six months of the payment left in the bank after closing, and more if you already finance other rentals. With payments this size, that is a significant amount.
- Prepayment penalty: expected on most DSCR loans; a 5/4/3/2/1 schedule that shrinks each year typically buys a lower rate than a short or no-penalty option.
- Vesting: LLCs are generally allowed, with the members personally guaranteeing the loan.
Taxes and Insurance Inside the Ratio
A purchase resets the property tax to the 1% Proposition 13 base on your price plus voter-approved debt service, so the seller’s old bill is not your number. Insurance belongs in the ratio too: check flood and tsunami maps for homes near the beach, and get a quote on any building near the refinery or the Palos Verdes hills. Replace the calculator’s estimates with real figures before you offer.
If you already own a home with equity, an investment property HELOC on an existing rental, or a line on your residence through the Torrance HELOC page, can fund the larger down payment a Torrance DSCR loan usually needs. DSCR is a non-QM product, so terms vary widely between lenders. If you will live in one unit of a small building, FHA or conventional financing needs much less down.

Torrance Investor Loan Questions
Does Torrance have rent control?
No local rent control or rent stabilization for apartments. Covered units follow state law, AB 1482, which caps increases at 5% plus regional CPI or 10%, whichever is lower, in any 12 months, and requires just cause for evictions after 12 months of tenancy. A 2019 city urgency ban on no-fault evictions expired at the end of that year.
Can a Torrance rental reach a 1.00 DSCR?
Usually only with a large down payment or more than one unit. At the September 2026 average rent of $3,006, a single-family home near the lower Zillow tier of about $780,000 falls short of 1.00 with 30% down at typical DSCR pricing. Small multifamily buildings, a much larger down payment, or a ratio under 1.00 at a higher rate are the usual solutions.
Is my single-family rental exempt from AB 1482?
It can be. Single-family homes and condos owned by individuals, not REITs, corporations or LLCs with a corporate member, are exempt from the rent cap if tenants receive the required written exemption notice. Housing with a certificate of occupancy issued in the last 15 years is also exempt. Ownership through an LLC can change the answer, so ask an attorney.
Will a lender use Airbnb income for a Torrance DSCR loan?
Some DSCR programs do, but standards for short-term income vary, and long-term market rent is the most widely accepted basis. Check the City of Torrance’s short-term rental rules first. With long-term rents averaging $3,006 in September 2026, plan a Torrance DSCR loan on a standard lease.
Can I use equity in my Torrance home for a rental down payment?
Yes. A HELOC on your primary residence, or an investment property HELOC on a rental you already own, can fund the down payment, and the DSCR lender looks at the new property’s rent rather than your income. The HELOC payment matters for your own budget, and the line is secured by your home, so size it carefully.
Do HOA dues hurt the ratio on a Torrance townhome?
Yes. Dues are part of the payment the rent is measured against, so a townhome near Del Amo with a lower price but higher dues can produce a ratio similar to a pricier detached house. Enter the actual dues in the calculator.
Can a Torrance DSCR loan close in an LLC?
Usually. Most programs allow an LLC borrower with personal guarantees from the members. Holding a single-family rental in an LLC can affect its AB 1482 exemption, so confirm with your attorney.
