Burbank DSCR Loans for Rental Property

A Burbank DSCR loan qualifies a rental on its rent rather than your tax return, in a city with more people working in it each day than living in it, many of whom want to rent close to the Disney, Warner Bros. and Burbank Studios lots. Before you run the ratio, know the local rules: a tenant protection ordinance in force, a 4% soft cap that the City Council asked staff to draft but had not adopted as of June 2026, and a seismic retrofit deadline for older apartments.

How a Burbank DSCR Loan Works

A DSCR lender divides monthly rent by the full payment, meaning principal, interest, taxes, insurance and any HOA dues. At 1.00 the rent exactly covers it. Lenders commonly set 1.00 as the floor and save their best pricing for ratios above about 1.20, though a few programs go down to 0.75 in exchange for a larger down payment or a higher rate. The loan is for investment property only, and it fits investors whose returns show heavy depreciation, studio professionals with loan-out companies, and buyers who want to own through an LLC.

Zillow’s $2,752 and the Census Bureau’s $2,192 differ because the Census figure includes long-standing tenants paying below today’s market. Demand leans heavily on entertainment and media workers who want to live near the studios, with apartments and condos concentrated downtown, in the Media District and along the major corridors. A daytime workforce larger than the population supports demand, but the in-place rent on a building you buy is what a lender will read first.

The Rules in Force Today

Burbank has no local rent control in effect. Voters rejected a rent control measure, Measure RC, in November 2020, so on covered units the state’s AB 1482 sets the ceiling: no more than 5% plus regional CPI or 10%, whichever is lower, in any 12 months, measured from the lowest rent in the prior year, with no more than two increases in that period. Rent resets when a unit turns over, and the state law runs until January 1, 2030.

On top of that, the Burbank Tenant Protection Ordinance took effect August 31, 2024 and was amended by Ordinance 25-4,025, effective April 11, 2025. It covers units subject to AB 1482 and requires relocation of three months’ current rent for most no-fault evictions, and at least one month for an owner or relative move-in. It also tightens the rules for substantial-remodel evictions. A separate anti-harassment ordinance protecting all tenants was adopted March 11, 2025. Read the city’s FAQ for the exact terms before you plan a vacancy.

The 4% Soft Cap: Proposed, Not Adopted

On October 29, 2025, the City Council voted 3-1 to have staff draft a 4% “soft cap” on rent increases. As proposed, a tenant facing a larger increase could either accept it or take relocation equal to three months at the new rent, and it would apply to multifamily buildings built before February 1995. We found no sign it had been adopted as of June 2026 (the city’s tenant protection FAQ updated that month describes no rent cap), and we have not confirmed its status since. If you are buying an older multifamily building, check with the city for the current status before you finalize the rent assumptions in your offer. Underwriting a Burbank DSCR loan to rents you can document today, rather than planned increases, keeps the deal sound either way.

Rental Neighborhoods and What to Check

Values are Zillow typical values for September 2026 unless noted. Rent by neighborhood is not in our research, so run each listing’s own rent.

Burbank Center (91502)

Condos and apartments near the Metrolink station at about $788,000. HOA dues weigh on the ratio, and older buildings may fall under the soft-story ordinance.

Media District

About $939,000, with apartments, condos and small houses next to the lots, where studio workers want to live.

Magnolia Park and South Burbank

Single-family rentals at about $1.20 million to $1.23 million. Ratios at these prices depend on a large down payment; an ADU can add a second rent.

Northwest Burbank Near the Airport

Valley-floor houses around Hollywood Burbank Airport. Airport noise disclosures can matter to tenants as well as buyers.

Testing a Downtown Condo Rental

The calculator starts at $788,000, the Burbank Center typical value in September 2026, renting at the citywide average of $2,752 with 25% down. Change the inputs to match the listing.

Example only. The rate is an illustration built from today’s Los Angeles County 30-year par rate plus one point, not a quote. Real DSCR pricing turns on the ratio, your score, the loan amount, the prepayment option and the property. The HOA figure is assumed. Taxes are estimated at 1.15% of price and insurance at 0.35%.

At Burbank prices a single condo rarely reaches 1.00 at 25% down; with these inputs the ratio is roughly half of what most lenders want. Making the numbers work here usually takes one or more of three things: substantially more down, two to four units so several rents carry one loan, or a long-term hold that carries the gap with a program that allows a low ratio. The calculator shows how far each lever moves the ratio.

Older Apartments and the 2030 Retrofit

Burbank adopted a mandatory soft-story retrofit ordinance in December 2025 for older wood-frame apartment buildings with tuck-under parking, with construction due by January 10, 2030. If the building you are buying is covered, the retrofit is a capital cost to price into the deal. Owners can pass the cost through to tenants at up to $51 per unit per month for up to 120 months, which recovers it gradually rather than at once. Budget the reserves for the work, and ask the seller for any engineering reports already done.

For a Burbank DSCR loan, the retrofit shows up in two places. The lender counts only the rent, so the pass-through helps the ratio only once it is actually billed and documented. And reserves after closing are measured in cash, so money set aside for the engineer and contractor is money that cannot also count as the months of payments a lender wants to see. Put both in the plan before you set the down payment. If the seller has already finished the work, ask for the permit sign-off, since that removes the question from underwriting and from your own budget.

Nightly Rentals: Plan on a Lease Instead

Burbank’s short-term rental rules were not verified for this page, so check with the city before you count on nightly income. DSCR programs differ on how they treat Airbnb or VRBO income, and long-term market rent is the most widely accepted basis, so plan on a standard lease.

Burbank DSCR Loan Requirements

  • Down payment: 20% to 25% on a purchase, toward 25% or more below a 1.00 ratio or with a lower score.
  • Credit: floors around 620 to 660, better pricing above 700.
  • Reserves: three to six months of payments is common, more with several financed properties, and retrofit money on top for a covered building.
  • Prepayment penalty: common; a step-down such as 5/4/3/2/1 usually earns a lower rate.
  • Vesting: LLCs are generally allowed, with members personally guaranteeing.

Terms vary widely because DSCR is a non-QM product, which is why Mike shops them. If you will live in one unit of a small building, FHA or conventional financing needs less down. An existing Burbank rental with equity can fund the next one through an investment property HELOC.

DSCR Questions From Burbank Investors

Does Burbank have rent control?

No local rent control was in effect as of mid-2026, and voters rejected Measure RC in November 2020. On covered units, the state’s AB 1482 sets the cap. Burbank’s Tenant Protection Ordinance adds relocation of three months’ rent for most no-fault evictions on those units, and an anti-harassment ordinance protects all tenants.

Has Burbank adopted the 4% soft rent cap?

We found no sign of adoption as of June 2026. On October 29, 2025 the Council voted 3-1 to have staff draft it. As proposed, tenants facing an increase above 4% could accept it or take relocation of three months at the new rent, for multifamily buildings built before February 1995. Check its current status with the city before you buy.

What relocation do Burbank landlords owe for a no-fault eviction?

Under the Tenant Protection Ordinance, as amended effective April 11, 2025, most no-fault evictions of covered units require relocation of three months’ current rent, with at least one month for an owner or relative move-in. Substantial-remodel evictions face tighter rules. Confirm the details in the city’s FAQ for your situation.

How does the soft-story ordinance affect a Burbank rental purchase?

If the building is an older wood-frame apartment with tuck-under parking, the December 2025 ordinance requires a retrofit, with construction due by January 10, 2030. Owners may pass through up to $51 per unit per month for up to 120 months. Price the work and the reserves into your offer, since the lender will look at the cash you have left.

Can I qualify for a Burbank DSCR loan through an LLC?

Yes, most programs allow an LLC borrower, with members signing personal guarantees, and the lender reviews the operating agreement. Ownership by an LLC with a corporate member can also affect whether a single-family rental is exempt from AB 1482, so talk to your attorney about vesting before closing.

What ratio do lenders want on a Burbank DSCR loan?

Most want at least 1.00, meaning rent covers the full payment, and price best from about 1.20. A few programs accept 0.75 to 1.00 with more down or a higher rate. At the September 2026 average rent of $2,752, a single unit at Burbank prices usually needs well over 25% down to reach 1.00.

Does a Burbank DSCR loan use the current lease or market rent?

It depends on the program. Many use the lower of the lease in place and the appraiser’s market rent estimate on an occupied unit, while vacant units rely on market rent. Ask which basis your file will use before you count on a higher figure.
