Burbank home equity line of credit

Burbank HELOC: Use the Equity, Keep the First Loan

A Burbank HELOC makes sense for a particular kind of owner. Single-family prices here passed $1 million by early 2021 and sat around $1.2 million to $1.3 million in Magnolia Park, the Rancho and the hills in 2026, so owners who bought earlier, or refinanced when rates were low, hold a lot of equity behind a cheap first mortgage. A home equity line of credit lets you use it without giving that rate up. Rates from 7.49% APR, variable.

How a Burbank HELOC Leaves the First Loan Alone

If your first mortgage was written years ago at a low rate, a cash-out refinance would trade that rate for today’s on the whole balance. A Burbank HELOC is a separate second lien. The first loan stays exactly as it is, you draw during a 10-year draw period, and you pay interest only on what you have drawn. When the draw period ends, the balance repays over up to 20 years.

The cost of that flexibility is a variable rate: prime plus a margin, moving whenever prime moves. For projects paid in stages, that is often a fair trade, and you can pay the balance down as fast as you like. Our HELOC versus cash-out refinance guide goes through the comparison in general terms.

Prices in Burbank were nearly flat over the year to September 2026, but flat at a typical $1.17 million still leaves long-time owners with large equity. About 43% of Burbank homes are owner-occupied, and those owners are concentrated on the single-family streets of Magnolia Park, South Burbank, the Rancho and the foothills. We have not verified how much values changed since 2019, so this page does not quote an equity-growth figure; the valuation on your own house sets the size of a Burbank HELOC.

How Much Burbank Owners Can Borrow

The table uses the September 2026 typical value of $1,167,000 and a remaining first mortgage of $380,000, a balance in line with an owner who has been paying for a decade or more. It shows the line at three combined loan-to-value levels and interest-only payments on two draw sizes. Owners in the Rancho or the hills will see higher numbers; try your own in the calculator above.

Illustration at the Burbank typical value (Zillow, Sep 2026). HELOC rates are variable, based on the prime rate plus a margin, and can change after closing. 7.49% APR is the starting rate as of October 2026 for qualified borrowers with strong credit and lower combined loan-to-value; your rate may be higher. Maximum APR 18%. Fees to open the line range from $0 to $1,500. No annual fee. Property insurance is required, and flood insurance where applicable. Subject to credit approval and property valuation.

Burbank HELOC vs Cash-Out Refinance on an ADU Budget

Suppose that owner needs $150,000 for an ADU and has $380,000 left at 3.25%. One column keeps that first loan and adds a line, the other refinances everything into one new loan at today’s Los Angeles County par rate. First-year interest only; the line’s rate will move with prime after that.

$150,000 cash, $380,000 first mortgage at 3.25%Keep it, add a HELOCCash-out refinance
Rate3.25% on $380,000, 7.49% APR variable on $150,0007.125% (7.192% APR) on $530,000
Monthly interest, first year$1,965$3,147

Refinance at today’s par 30-year fixed for Los Angeles County (780 credit, 30-day lock); a cash-out refinance usually prices higher. Interest only, for comparison. HELOC rate is variable.

The refinance side wins in fewer cases than people expect, mainly when the existing first mortgage is already near current rates or when the owner wants every dollar on one fixed schedule.

Five Burbank Reasons to Open a Line

A Backyard Unit Through the Preapproved ADU Program

Burbank runs the Burbank Preapproved ADU Program, known as BPAP, and ADUs are a common reason to borrow on the larger lots of the valley floor. Starting from a plan the city has already reviewed can make the budget more predictable. A Burbank HELOC suits construction because you draw as the builder bills and carry interest only on what has been spent so far. The CalHFA ADU Grant is fully allocated, with no new round announced, so plan to finance the full cost.

Bungalows, Ranches and Post-War Tracts

Much of Burbank’s housing went up between the 1920s and the 1950s, from Magnolia Park’s mostly 1940s homes to the tract streets of the valley floor. Houses that age are due for electrical, plumbing, roofs, windows and kitchens, and older walls tend to hide extra work. Size the line with a cushion over the bid.

Brush Clearance and Hardening in the Foothills

In the Verdugo foothills, Very High Fire Hazard Severity Zone properties must finish brush clearance by the end of June, with fuel-modification rules for 0 to 100 feet and 100 to 200 feet from structures, and Burbank Fire inspects each July. CAL FIRE released the revised local fire hazard map for the area on March 24, 2025. Clearing, tree work and hardening are recurring costs on a hillside lot, and a revolving Burbank HELOC can handle them year after year.

Soft-Story Retrofits on Small Apartment Buildings

Burbank adopted a mandatory soft-story retrofit ordinance in December 2025 for older wood-frame apartments with tuck-under parking, with construction due by January 10, 2030. Owners can pass retrofit costs through to tenants at up to $51 per unit per month for up to 120 months, which repays the work slowly. If the building is a rental, an investment property HELOC or a line on your own home can bridge the cost now.

Covering the Gap Between Productions

Studio careers run in seasons. Some owners keep an open Burbank HELOC with nothing drawn as a backstop for a long hiatus, paying nothing until they use it. Lenders qualify you on income when the line opens, not when you draw, so it is easier to set up while a project is running than during the gap.

HELOC Requirements Lenders Check in Burbank

  • A 680 score or better on this program; higher scores and lower combined borrowing earn smaller margins.
  • Room under 90% combined loan-to-value, counting the first mortgage and the full line amount.
  • Documented income that supports the payment on the line, whether W-2, residuals, retirement or self-employment.
  • A valuation: an automated estimate where allowed, otherwise an appraisal by a Los Angeles County appraiser. Rancho horse properties, with few comparable sales, often need a full appraisal.
  • Insurance in force. Foothill owners whose carriers have pulled back may be on the California FAIR Plan with a difference-in-conditions policy, which many lenders accept.

After you sign for a line on your primary home, federal law gives you until midnight of the third business day to cancel, and funds are released after that. Lines on rentals and second homes do not have the waiting period.

Freelance and Loan-Out Income: The Bank Statement Option

Entertainment work is often paid by the project or through a company the worker owns. If your tax returns show less income than your deposits because of business deductions, a bank statement HELOC qualifies a Burbank owner on the deposits instead, usually at a somewhat higher margin. If you would rather have a fixed rate and a set payment for one known cost, such as a signed ADU contract, a closed-end second mortgage does that and still leaves the first loan alone.

Burbank HELOC Rates and How They Move

The rate is the prime rate plus a margin. Your margin is set when the line opens and depends on credit, how much of the home’s value you borrow against and the line size; prime then moves the rate up or down over the life of the line. Lines start from 7.49% APR, variable, with a 18% APR ceiling. Fees to open run from $0 to $1,500, and there is no annual fee.

Home Equity Line of Credit Questions From Burbank Owners

How much can I borrow with a Burbank HELOC?

A Burbank HELOC can reach up to 90% of the home’s value, minus your first mortgage, with lines from $50,000 to $800,000. On a typical $1,167,000 Burbank home with $380,000 owed, that is up to $670,300. The appraisal, your score and your income set the final line, and lower combined loan-to-value generally earns a better rate.

Can I use a HELOC to build an ADU under Burbank’s preapproved plan program?

Yes. Burbank’s Preapproved ADU Program gives owners a reviewed starting design, and a line can fund the construction as the builder bills, with interest only on what has been drawn. Once the unit is finished and rented, the rent may help with the line payment. The CalHFA ADU Grant is fully allocated, so it is not a source of funds right now.

I own a small apartment building in Burbank. Can a line pay for the soft-story retrofit?

It can. An investment property HELOC on the building, or a line on your own home, can cover the work due under Burbank’s December 2025 ordinance, with construction due by January 10, 2030. The ordinance lets owners pass through up to $51 per unit per month for up to 120 months, which recovers part of the cost over time.

Is the rate on a Burbank HELOC variable?

Yes. It is set from the prime rate plus a margin and changes when prime does. Lines start from 7.49% APR, variable, with the lower rates going to strong credit and more equity left in the home. If you want a fixed payment for one project, a closed-end second mortgage gives a fixed rate while leaving your first mortgage in place.

I work freelance in entertainment. Can I qualify for a HELOC?

Often, yes. If your returns show steady income, a standard line works. If deductions or a loan-out company make your returns understate what you earn, a bank statement HELOC qualifies on deposits instead. Mike can price both with a soft credit check before you commit to either.

Will a Burbank HELOC raise my property tax?

No. A loan against the house is not a change in ownership, so the Proposition 13 assessed value stays put. New construction paid for with the line, such as an ADU, can be assessed for the added value, while the existing house keeps its base.

Does a Rancho horse property qualify for a HELOC?

Usually, as long as it is a residence with homeowners coverage in place. Expect a full appraisal, since the Rancho Equestrian District has only about 785 houses and comparable sales are limited.
