Ways Long Beach Homeowners Use a HELOC
Building an ADU in a City That Encourages Them
Besides its claim to lead the state in ADUs per capita, the city runs a Pre-Approved ADU Program for new construction. ADU costs come in stages: design and permit fees first, then foundation, framing and utilities, then finishes. With a Long Beach HELOC you pay interest only on what has been drawn so far, not on the full budget from day one. If your lot is in the Coastal Zone, the city requires a Local Coastal Development Permit before the ADU permit, so a project near the water can take longer to start. Open the line while plans are still in review.
Pairing the Line With Backyard Builders Round 2
The city’s Backyard Builders Program takes Round 2 applications November 1 through 30, 2026. It lends up to $250,000 at 2% for 30 years with payments deferred, for an ADU under 500 square feet, to owner-occupants of single-family homes in state-designated areas with household income under the LA County low-income limit and a 620 or higher score. If you qualify, apply in the window; no market-rate line matches those terms. A HELOC covers everyone else, and owners who want to combine the two should ask the city first how its lien interacts with a private line. The statewide CalHFA ADU Grant has been fully allocated since December 2023.
Updating Bungalows and Post-War Tracts
Rose Park, Bluff Park and Belmont Heights are full of early 20th century bungalows and Craftsman homes, while Los Altos, Lakewood Village and The Plaza are post-war single-family tracts. Both tend to need wiring and panels, plumbing, roofs, windows and decades-old kitchens. Remodel costs often grow once the walls are open, and a revolving line absorbs that better than a fixed lump sum.
Seismic Retrofits on Small Apartment Buildings
The city has identified 3,226 soft-story buildings with about 26,000 units. If you live in one of the units, a line on your primary home may fund the retrofit. If the building is purely a rental, look at an investment property HELOC, or a closed-end second mortgage when the contract is one fixed price.
Buying Out Siblings on an Inherited Home
Under Proposition 19, a child who moves into a parent’s former primary residence and files the homeowners’ exemption within a year can keep the parent’s factored base value plus $1,044,586 for transfers from February 16, 2025 to February 15, 2027. A line on the inherited home can fund the other heirs’ shares. Keep it as a rental instead and it is reassessed to market value.
Tuition, Debt Payoff and the Next Property
Owners also draw for tuition, to retire higher-rate cards and car loans, or for a down payment on a rental. The line is secured by your house, so give each draw a payoff plan.
