Rental property financing qualified on the rent
Glendale DSCR Loans for Rental Property
A Glendale DSCR loan qualifies on the property’s rent rather than your income, in a city that is about two-thirds renter and has its own tenant rules. Glendale does not cap rents, but its Rental Rights Program makes a large increase expensive if the tenant decides to leave, so knowing what the rent can do over time is part of underwriting the deal.
Price my rental loan How DSCR loans work
How a Glendale DSCR Loan Reads the Rent
A DSCR loan divides the monthly rent by the full payment: principal, interest, taxes, insurance and HOA dues. At 1.00 the rent covers it exactly. Most programs want at least that, pricing improves above about 1.20, and some accept 0.75 to 1.00 with more down or a higher rate. No tax returns or W-2s are used to qualify, which suits investors with several financed properties, business owners whose returns show little income, and buyers closing in an LLC.
No Rent Cap, but a 7% Trigger
Glendale has no percentage rent cap of its own. For units covered by California’s AB 1482, the state cap applies: over any 12 months, no more than 5% plus regional CPI or 10%, whichever is lower, measured from the lowest rent in the prior year, with rent resetting when a unit turns over. What Glendale adds is the Rental Rights Program, Ordinance 5922, adopted in February 2019 and amended effective March 7, 2024. It works as a threshold rather than a ceiling:
- The 7% rule. In a covered building (three or more units on the parcel, with a certificate of occupancy issued before February 1, 1995), if rent rises more than 7% in 12 months and the tenant chooses to move, the landlord owes relocation of three times the increased rent. That amount doubles for qualified tenants: low income, age 70 or older, disabled, or a household with a Glendale Unified student.
- Right to Lease. Landlords must offer tenants a one-year written lease.
- Just cause. Evictions follow the city’s just-cause rules.
- No-fault relocation. Since 2024, a no-fault eviction requires relocation of three times the greater of the current rent or fair market rent, plus $2,000, and substantial-remodel evictions face tighter rules.
Glendale Rental Market Insights
Sources: Zillow Observed Rent Index (August 31, 2026); U.S. Census Bureau ACS 2020-2024; California Department of Finance E-1 estimates.
Zillow’s $2,790 average and the Census Bureau’s $2,182 median measure different things. The Census figure includes long-standing tenants paying less than a new lease would, which is exactly the situation the Rental Rights Program addresses. Renters include health-care workers at Adventist Health Glendale and USC Verdugo Hills Hospital and studio employees at Walt Disney Imagineering and DreamWorks Animation. Many households rent in the dense south side neighborhoods near downtown, and the city is home to one of the largest Armenian-American communities in the country.
Which Glendale Buildings the Rules Reach
Building size and age decide a lot here, and they belong in your offer analysis. The 7% relocation payment applies only to buildings with three or more units whose certificate of occupancy was issued before February 1, 1995, so single-family homes, duplexes and newer buildings fall outside it, and condos in a common interest development are generally excluded unless the landlord owns half or more of the units. Relocation pay for a substantial-remodel eviction has a separate exemption for single-family homes and buildings of four or fewer units. Read together, that means a house, condo, duplex or newer building and a pre-1995 apartment building can carry very different obligations, even on the same street. Have the current ordinance and the city’s relocation page in hand, and ask an attorney how they apply to the specific property, before you plan rent increases or a remodel around a vacancy.
For a Glendale DSCR loan, the practical effect is that in-place rent matters more than a pro forma. If a building’s rents are below market, closing that gap quickly may cost relocation money in a covered building. Underwrite to the leases you will inherit, and treat any increase above 7% as a decision with a price attached.
Rental Neighborhoods and How They Pencil
Prices are Redfin medians or Zillow typical values from mid-2026. Research does not break rent out by neighborhood, so test each listing’s own rent in the calculator below.
Verdugo Viejo
A north side condo and townhome pocket near $759,000, the lowest price point among the areas we track. A condo is usually outside the 7% relocation rule, but HOA dues come straight out of the ratio.
South Glendale and Tropico (91205, 91204)
Apartment-heavy ZIPs at about $888,000 and $850,000. Many buildings date from the 1980s, before the February 1, 1995 cutoff, so check the certificate of occupancy on any building of three or more units.
Downtown Near the Americana at Brand
Newer high-rise and mid-rise apartments and condos, many built since the 2010s. Buildings with a certificate of occupancy after February 1, 1995 fall outside the city’s relocation rules, and AB 1482 also exempts housing whose certificate of occupancy is less than 15 years old.
Northwest Glendale (91202) and Adams Hill (91206)
Older single-family streets with small multifamily buildings mixed in, at medians near $1.39 million and $1.06 million. A duplex here sits outside the 7% rule; a pre-1995 fourplex does not.
Running the Ratio on a Glendale Condo
The calculator starts at $759,000, the Verdugo Viejo condo typical value in August 2026, renting at the citywide average of $2,790, with 25% down.

Example only. The rate is an illustration built from today’s Los Angeles County 30-year par rate plus one point, not a DSCR quote; pricing depends on the ratio, credit, loan size, prepayment terms and property type. HOA dues are an assumed figure. Taxes are estimated at 1.15% of price and insurance at 0.35%.
Run it and the problem is plain: at Glendale prices and average rents, a condo with 25% down lands well under 1.00, below even the 0.75 floor that some programs accept. The gap closes with a larger down payment, by buying two to four units so several rents carry one mortgage, or by accepting a sub-1.00 ratio at a higher rate because they are buying for long-term value. Change the inputs to see which your deal needs.
Airbnb Income and the Lender
We have not verified Glendale’s current short-term rental rules, so check them with the city before counting on nightly income. Many DSCR programs allow short-term rentals, but how they count Airbnb or VRBO income varies, and long-term market rent is the basis most lenders accept. Plan the loan on a 12-month lease, which is also what Glendale’s Right to Lease rule expects you to offer.
Glendale DSCR Loan Requirements
- Down payment: usually 20% to 25%; a ratio under 1.00 or a lower score pushes it toward 25% or more.
- Credit: minimums typically around 620 to 660, with better pricing above 700.
- Reserves: often three to six months of payments, more if you finance several properties.
- Prepayment penalty: common; a 5/4/3/2/1 step-down usually earns a lower rate than a short or no-penalty option.
- Ownership: most programs allow an LLC, with members signing personal guarantees.
- Property documents: current leases, a rent roll for multifamily, and the building’s certificate of occupancy date so you know which local rules apply.
DSCR is a non-QM product and terms vary widely, which is why Mike prices several lenders. It is for investment property only. If you will live in one unit of a duplex or fourplex, FHA or conventional financing usually needs less down. Already own a Glendale rental with equity? An investment property HELOC can fund the next purchase.

DSCR Questions From Glendale Investors
Does Glendale have rent control?
Not a percentage rent cap. State AB 1482 caps increases on covered units. Glendale’s Rental Rights Program instead sets a 7% threshold: in a pre-1995 building of three or more units, if rent rises more than 7% in 12 months and the tenant chooses to move, the landlord owes relocation of three times the increased rent, doubled for qualified tenants. It also requires one-year lease offers and just-cause evictions.
Does the 7% relocation rule apply to a Glendale duplex?
No. The 7% relocation payment applies to buildings of three or more units with a certificate of occupancy issued before February 1, 1995, so a duplex or a single-family home is exempt. A pre-1995 triplex or fourplex is covered. Confirm with the city and an attorney for the exact property, since building age and unit count both matter.
What do I owe a Glendale tenant for a no-fault eviction?
Since the 2024 amendment, no-fault relocation is three times the greater of the current rent or fair market rent, plus $2,000, for covered buildings. Substantial-remodel evictions face tighter rules. Budget for it before you plan a renovation that requires a vacancy, and check the city’s relocation page for current figures.
Can I qualify for a Glendale DSCR loan on the current below-market rent?
The ratio rests on rent the lender can document, and on an occupied unit the lease in place is part of that, so a below-market lease can pull your ratio down. How each program weighs leases against market rent varies. In Glendale, raising that rent by more than 7% can trigger relocation pay in a covered building if the tenant leaves, so underwrite the deal on the rent you will actually collect at first.
Can a Glendale DSCR loan close in an LLC?
Yes, most programs allow an LLC borrower with members signing personal guarantees. The lender reviews the operating agreement and good standing. Ownership in an LLC with a corporate member can also remove a single-family rental’s exemption from AB 1482, so discuss vesting with your attorney before closing.
What DSCR do lenders want on a Glendale rental?
A ratio of 1.00, where rent equals the full payment, is the common minimum, and about 1.20 or higher usually gets the best pricing. A few programs go as low as 0.75 if you add to the down payment or accept a higher rate. At the August 2026 average rent of $2,790, most single units near Glendale prices need a larger down payment to reach 1.00.
Is a Glendale DSCR loan right for a fourplex I will live in?
Usually not. DSCR loans are for investment property only. If you will occupy one unit, FHA allows 3.5% down on two to four units and conventional loans also work, both typically at lower rates, with rent from the other units helping you qualify.
