Pasadena DSCR Loans for Rental Property
A Pasadena DSCR loan qualifies a rental on its rent instead of your income. Here the rent itself is shaped by local law: Measure H caps increases on most older apartments, protects tenants in nearly every rental from no-cause evictions and requires every rented unit to be registered each year. Start with those rules, then run the ratio.

Measure H Shapes Every Pasadena DSCR Loan
Pasadena voters adopted the Fair and Equitable Housing Charter Amendment, Measure H, now Article XVIII of the city charter, effective December 22, 2022. It does two separate things, and a buyer needs to know which applies:
- Rent caps on older multifamily units. Apartments in buildings built before February 1, 1995 are rent stabilized, about 77% of the city’s multifamily stock. Increases are limited to an annual general adjustment of 75% of CPI: 2.25% for October 2025 to September 2026, and 2.5% for October 2026 to September 2027, adopted by the Rental Housing Board on June 18, 2026. Rents for older tenancies were rolled back to May 17, 2021 levels when the measure began.
- Just-cause eviction rules for nearly everyone else. Single-family homes and condos are exempt from the cap under Costa-Hawkins but not from Measure H’s eviction rules. No-fault evictions require relocation payments set by board regulation.
For units Measure H does not cap, such as newer apartments, state law AB 1482 can still apply: 5% plus regional CPI or 10%, whichever is lower, over 12 months, with exemptions for housing built in the last 15 years and, with written notice, individually owned houses and condos. It runs until January 1, 2030.
Pasadena Rents and Prices Side by Side
Sources: Zillow (September 30, 2026); U.S. Census Bureau ACS 2020-2024; City of Pasadena rent stabilization; Redfin (August 2026).
The gap between Zillow’s $3,010 and the Census median of $2,265 matters. The Census figure includes long-standing leases, and under Measure H a sitting tenant’s rent can stay well below a new lease for years. Rents are high, yet prices are higher still, and that is the core tension for any Pasadena DSCR loan.
The Registry Is a Line Item in the Payment
Every rental unit in Pasadena, including rented houses, condos and ADUs, must be registered each year. The fiscal 2026-27 fee is $236.54 per unit, due October 31, 2026, and it cannot be passed to tenants; on a fourplex that is close to $1,000 a year. On a stabilized building, the rent you can count on is what the current tenants pay, rising by the annual adjustment. Underwrite on today’s rent roll and treat anything more as upside.
Testing a Pasadena DSCR Loan on a Downtown Condo
A debt service coverage ratio divides monthly rent by the full payment: principal, interest, property tax, insurance and HOA dues. At 1.00 the rent exactly covers it. Most programs want 1.00 or better, pricing improves above about 1.20, and some lenders go to 0.75 with more down or a higher rate. The calculator starts with a $755,000 condo near the 91101 median, renting at the $3,010 citywide average, with 25% down and an example HOA figure.

- Full payment (PITIA)
- $5,598
- Rent needed for 1.00

Example only. The rate is an illustration built from today’s Los Angeles County 30-year par rate plus one point, not a DSCR quote; DSCR pricing depends on the ratio, credit, loan size, prepayment terms and property type. The HOA figure is an assumption. Property tax is estimated at 1.15% of the price and insurance at 0.35% a year.
The result makes the challenge plain: at today’s investor pricing, average rents do not cover a 75% loan even downtown. Investors can close the gap with a much larger down payment, by buying for the long term and accepting a ratio under 1.00 at a higher rate, or by adding an ADU to a house they already own. Raise the down payment in the calculator to see where the ratio crosses 1.00. If you will live in the home, an owner-occupied loan such as FHA or conventional costs far less.
Pasadena Rental Areas and Their Numbers
Old Pasadena, the Playhouse District and Downtown
Condos and lofts near Metro A Line stations, the city’s main entry-level area. Condos are exempt from the Measure H cap but must still be registered, and HOA dues weigh on the ratio.
Madison Heights and South Lake Avenue
Apartments and condos near Caltech and the South Lake Avenue shopping corridor. Pre-1995 buildings here are generally stabilized, so the rent roll is the rent.
Northwest Pasadena
Older bungalows and small multifamily buildings, the more modest end of a ZIP code whose median runs about $1.28 million. Small pre-1995 buildings fall under the cap; a detached house does not.
Bungalow Heaven and the East Side
Single-family homes near $1.3 to $1.4 million are unlikely to reach 1.00 on rent alone at typical rents. Buying with heavy equity, or renting an ADU behind an owner-occupied house, are ways to make the numbers work.
Who Rents in Pasadena
The tenant base is anchored by large employers: NASA’s Jet Propulsion Laboratory with about 5,000 employees, Kaiser Permanente, Caltech, Huntington Hospital and Pasadena City College, plus students at Art Center College of Design. After the Eaton Fire in January 2025, households who lost homes in Altadena and the city’s northern neighborhoods needed places to live, and the city ran a temporary fire-related tenant protection ordinance through July 31, 2025. Investors should treat that demand as a community still recovering, not an opportunity to press.
Two to Four Units and Small Apartment Buildings
Duplexes, triplexes and fourplexes in central and northwest Pasadena are where the ratio has the best chance of working, because several rents cover one roof, one lot and one tax bill. About 77% of the city’s multifamily stock predates 1995, so expect the lender to ask for the rent roll and leases, and expect the appraiser to report market rent alongside actual rent. When they differ, some DSCR lenders qualify an occupied unit on the lower of the two. A seller who has kept rents well below market under Measure H is selling a building whose income will rise slowly, and the price should reflect that.
Refinancing a Pasadena Rental With a DSCR Loan
Owners who bought a rental with cash, or with a short-term loan, can refinance into a 30-year DSCR loan once the property is leased. The same ratio test applies, and cash-out limits are set lender by lender, so price the refinance on the current rent roll rather than on hoped-for increases. If the existing first mortgage carries a low rate, an investment property line of credit may cost less than replacing it.
Short-Term Rentals: Confirm Before You Count Them
We did not confirm Pasadena’s current short-term rental rules for this page, so check the city’s rules for the property before counting nightly income. Many DSCR programs accept short-term income under varying rules, but long-term market rent is the basis most lenders accept, and in a city with a rental registry and eviction protections it is the safer plan.
What a Pasadena DSCR Loan Requires
- Down payment: 20% to 25% on purchases, more when the ratio is under 1.00 or the score is lower.
- Credit: floors around 620 to 660, better pricing above 700.
- Reserves: usually three to six months of the full payment left in the bank after closing, and more if you already finance other rentals.
- Prepayment penalty: common, often stepping down from 5% in year one to 1% in year five; accepting one usually lowers the rate.
- Vesting: title can usually sit in an LLC, provided the members guarantee the loan personally.
- Insurance: a landlord policy in force at closing; get a quote early near the northern canyons and western hills.
DSCR is a non-QM product, so terms vary widely, which is why Mike shops them. Already own a Pasadena rental with equity? An investment property HELOC can fund the next down payment, and owners adding a unit at home can read about the city’s ADU loan on the Pasadena HELOC page.

Pasadena Investor Loan Questions
Does Measure H apply to a single-family rental in Pasadena?
Partly. Houses and condos are exempt from the rent cap under Costa-Hawkins but not from Measure H’s just-cause eviction rules, and they must be registered yearly. The 2026-27 fee is $236.54 per unit, due October 31, 2026, and cannot be charged to the tenant.
How much can I raise rent on a stabilized Pasadena apartment?
Units in multifamily buildings built before February 1, 1995 are limited to the annual general adjustment, 75% of CPI: 2.25% through September 30, 2026, and 2.5% for October 2026 through September 2027. Plan the ratio on the current rent roll.
Do Pasadena landlords pay relocation for no-fault evictions?
Yes. Measure H requires relocation assistance on no-fault evictions, with amounts set by Rental Housing Board regulation. Check the board’s current schedule before planning an owner move-in or substantial remodel.
Will a lender count Airbnb income for a Pasadena DSCR loan?
Some programs count short-term income, but rules differ and long-term market rent is the most accepted basis. We did not confirm Pasadena’s short-term rental rules, so check them with the city first.
What ratio do I need for a Pasadena DSCR loan?
A ratio of 1.00 is the common minimum and about 1.20 or higher usually prices best. A few lenders go to about 0.75 for more down or a higher rate. At $3,010 average rent and typical values near $1.19 million, a purchase at typical values would need a much larger down payment to reach 1.00.
Can a Pasadena DSCR loan close in an LLC?
Usually yes. Most DSCR programs lend to an LLC with members giving personal guarantees, which owner-occupied loans do not allow.
Does the registry fee count in the DSCR ratio?
Lenders typically calculate the ratio on principal, interest, taxes, insurance and HOA dues. The $236.54 registry fee is not usually part of that formula, but it belongs in your own operating budget.
