Modesto DSCR Loans for Rental Property
A Modesto DSCR loan qualifies a rental on its own rent instead of your income. Here, two local facts shape the numbers before a lender ever sees them: every rental unit has to be registered with the city and pass periodic inspections, and prices have risen faster than rents over the past year. Here is how to run a Modesto rental through the ratio, and what the city expects of you as a landlord.
Price my rental loan How DSCR loans work
The Ratio a Modesto DSCR Loan Has to Clear
The lender takes the monthly rent and divides it by the full payment: principal and interest plus taxes, insurance and HOA dues. A result of 1.00 means the rent pays the whole thing. Most DSCR programs want 1.00 or better, the strongest pricing usually starts around 1.20, and a few lenders go as low as 0.75 if you add down payment or take a higher rate. These loans are for investment property only, so a buyer who will live in one side of a duplex should look at FHA or conventional owner-occupied financing instead.
Modesto’s numbers sit between the coast and the deeper valley. Zillow’s average rent was $2,022 in September 2026, up 1.7% for the year, while Redfin’s August median sale price of about $465,000 was up 5.3%. When prices outrun rents, the ratio tightens, so Modesto investors may want to look first at the older, lower-priced homes in the Airport District, South Modesto and the West Side, where purchase prices leave more room.

Prices up 5.3% against rents up 1.7% is the headwind for a Modesto investor: each month the same rent covers a little less of a new purchase payment. Homes selling in about 24 days also leave less room to negotiate, so the ratio has to work at close to the asking price.
The city’s inspection activity is a reminder that habitability costs are real here; 617 units had violations in 2025.
Register the Unit Before the First Lease
Modesto’s Rental Housing Safety Program, created by Ordinance 3703 in 2019, applies to every rental unit in the city. Owners register each unit, self-certify its condition every year and pass periodic inspections. The inspection fee is $100 per unit, and late registration carries penalties from $100 to $1,000. The city takes it seriously: in 2025 it inspected 2,554 properties and found violations in 617 units.
For a DSCR buyer, that has two practical effects. First, register as soon as you close, before the unit is advertised. Second, treat the inspection as part of your due diligence. An older house near downtown or in South Modesto may need electrical, plumbing or safety work to pass, and that money comes out of the same cash flow your ratio depends on. Ask your inspector to look at the property with the city’s standards in mind, and build repairs into your offer.
Plugging In Modesto Rents
The calculator tests a Modesto DSCR loan on a $340,000 house, an illustrative price well below the city median, at Zillow’s $2,022 average rent with 25% down and no HOA. Adjust any field to match a real listing. Then try the $465,000 median at the same rent and see how far the ratio falls.

Example only. The rate is an illustration built from today’s Stanislaus County 30-year par rate plus one point, not a DSCR quote; DSCR pricing depends on the ratio, credit, loan size, prepayment terms and property type. Taxes are estimated at 1.15% of price and insurance at 0.35%.
Two rent figures are worth keeping apart. Zillow’s $2,022 is an average of current rents across unit types. The Census Bureau’s 2020-2024 estimate of median gross rent, $1,690, reflects many leases signed years ago. If you are buying with a tenant in place, the existing lease may sit closer to the lower figure, and the lender will look at both the lease and the appraiser’s market rent.
Modesto Areas Investors Look at First
Airport District
Older, lower-priced homes in southeast Modesto near the Tuolumne River and the airport, a natural place to price a first Modesto DSCR loan. Flood zone checks come first here.
South Modesto and the West Side
Entry-level older homes where purchase prices leave the most room under the rent, and where repair needs for the city inspection deserve a close look.
Downtown and McHenry Village
Older homes and small apartments with a mix of tenants. Small buildings bring several registrations and inspections at once.
College Area
Mid-century homes near Modesto Junior College West, where students are part of the renter base.
Northwest Modesto
Mid-price family tracts. Higher prices usually mean more down to reach 1.00, with newer systems that can pass inspection more easily.
Modesto’s Tenant Base
About 41% of Modesto homes are renter-occupied. The tenant base includes healthcare workers at Doctors Medical Center and Memorial Medical Center, food processing and logistics workers across Stanislaus County, and Modesto Junior College students, with California State University, Stanislaus a short drive away in Turlock. The county counted 195,928 jobs in December 2025 (BLS). Single-family homes make up most of the city’s housing, so many rentals are houses rather than apartments.
State Tenant Law, and a Short-Term Rental Question to Settle First
No local rent control ordinance turned up in our research, so California’s AB 1482 is treated as the rent cap for covered units: yearly increases limited to the lower of 10% or 5% plus regional CPI, at most two increases a year, and a fresh start on rent when a tenant moves out. After a year of tenancy, evictions require an at-fault or no-fault reason. Homes built within the past 15 years are exempt, as are individually owned single-family rentals whose tenants received the written notice. AB 1482 stays in effect until January 1, 2030. Confirm with a local attorney that nothing newer applies before you buy.
We did not verify Modesto’s short-term rental rules. Check with the city’s planning staff before you count on nightly income, and plan the loan on long-term rent, which is the basis most DSCR lenders accept even when they allow short-term rentals.
Flood Insurance Belongs in the Ratio
Some of Modesto’s lowest-priced rentals sit near the Tuolumne River, in the Airport District, or along Dry Creek, the city’s main flood concerns. If FEMA’s map puts the property in a designated flood zone, the lender will generally require flood insurance, and that premium becomes part of the payment in the ratio. Terms on a Modesto DSCR Loan
- Down payment: usually 20% to 25%; a ratio under 1.00 or a lower score pushes it higher.
- Credit: floors around 620 to 660, and pricing improves above 700.
- Reserves: often three to six months of payments, more if you finance several properties.
- Prepayment penalty: common, often stepping from 5% to 1% over five years, in exchange for a lower rate.
- Entity: most lenders allow an LLC, with members guaranteeing the loan personally.

Modesto DSCR Questions
Do I have to register my Modesto rental with the city?
Yes. Under the Rental Housing Safety Program, Ordinance 3703 from 2019, owners must register every rental unit, self-certify each year and pass periodic inspections. Inspections cost $100 per unit, and late registration can bring penalties of $100 to $1,000. In 2025 the city inspected 2,554 properties and found violations in 617 units.
Does Modesto have rent control?
Our research found no local rent control ordinance, so the state’s AB 1482 is treated as the cap on covered units, the lower of 10% or 5% plus regional CPI in a year. It also requires a reason for eviction after a year of tenancy. Exemptions cover buildings with a certificate of occupancy from the past 15 years and, with written notice, houses owned by individuals. Confirm current rules before you buy.
Will a lender count nightly rental income on a Modesto property?
Lenders differ here: a few will count nightly income, but most DSCR programs size the loan on long-term market rent. We did not verify Modesto’s short-term rental rules, so check with the city before you plan on nightly stays. Underwriting the loan on long-term rent is the safer starting point.
What rent does a Modesto rental need to reach a 1.00 DSCR?
Enough to cover principal, interest, taxes, insurance and any HOA. The calculator above shows the figure as “rent needed for 1.00” for any price you enter. At Zillow’s average rent of $2,022 in September 2026, lower-priced homes come much closer than ones at the $465,000 median, which is why the entry-level neighborhoods are the place to start testing.
What down payment does a Modesto DSCR loan take?
Usually 20% to 25%. With Modesto prices rising faster than rents over the past year, reaching 1.00 can take 25% or more down, or a purchase below the median, to bring the ratio to 1.00. A lower credit score or a ratio under 1.00 pushes the down payment higher.
Can an LLC hold title on a Modesto DSCR loan?
Yes. Most DSCR lenders allow LLC vesting with the members guaranteeing the loan personally. Check with your attorney how the entity affects AB 1482 exemptions on a single-family rental, since an LLC with a corporate member does not qualify for that exemption.
Does the lender care about the city rental inspection?
The lender sizes the loan on rent from a habitable, leasable unit, and the appraisal notes condition. The city inspection is your obligation as owner, but failing it can delay leasing and cost money, which hurts the cash flow behind your ratio. Build likely repairs into your offer and reserves.
