Rental property financing, qualified on the lease

Sacramento DSCR Loans for Rental Property

A Sacramento DSCR loan qualifies a rental the same way as anywhere else: rent divided by the full payment. What is local is the rent you are allowed to charge over time. The city’s Tenant Protection Program caps increases on older multi-unit buildings at 8.6% for the year that began July 1, 2026, while houses and condos fall back to state law.

Who Rents in Sacramento, and How a Sacramento DSCR Loan Reads It

About 48% of Sacramento’s occupied homes are rented, by the Census Bureau’s 2020-2024 owner-occupancy rate of 51.7%. Demand comes from state workers, staff and students at Sacramento State and UC Davis Health, and people who work downtown and in Midtown. Zillow’s average rent was $2,045 at the end of September 2026, up 1.2% from a year earlier. The Census median gross rent for 2020-2024 was $1,779, which includes tenants who have stayed for years, so a new lease often prices well above what a sitting tenant pays.

A Sacramento DSCR loan sets that rent against the full monthly payment: principal, interest, property tax, insurance and any HOA dues. A ratio of 1.00 means rent equals the payment. Most lenders want 1.00 or more, better pricing usually starts around 1.20, and some programs take 0.75 to 1.00 with more down or a higher rate. DSCR financing is strictly for non-owner-occupied property; buyers moving into one unit of a duplex should price FHA or conventional financing, which takes far less cash.

Running a Single-Family Rental Through a Sacramento DSCR Loan

The calculator starts with a $400,000 house, an example price below the city’s $508,000 median that fits the lower-priced neighborhoods, renting at the citywide $2,045 average with 25% down. Taxes and insurance are estimates. Change anything to match a real listing.

Example only. The rate is an illustration built from today’s Sacramento County 30-year par rate plus one point, not a DSCR quote; real pricing depends on the ratio, credit, loan size, prepayment terms and property. Taxes are estimated at 1.15% of price and insurance at 0.35%; add flood insurance for a Natomas property.

You will likely see a ratio under 1.00 at these inputs: average rents and city prices do not line up easily. Investors can close the gap with a larger down payment, by buying where prices are lowest, such as Del Paso Heights, North Sacramento or Meadowview, or by buying two to four units so several rents carry one loan. Some accept a ratio below 1.00 at a higher rate. In Natomas, add the required flood premium to the insurance line before you judge the deal; homes there are in FEMA Zone A99.

Rent growth of 1.2% a year against a median price near $508,000 explains why single-family ratios run tight at citywide averages. Investors can make the numbers work by buying below the median, buying more than one unit, or putting more down. The city’s rent cap matters less to the first-year ratio than to the long-term plan, since a lender qualifies on today’s market rent, not on future increases.

Where Sacramento Investors Buy Rentals

Del Paso Heights, North Sacramento and Meadowview

The lower price tier, with older modest homes. Lower prices against citywide rents give these areas the best chance at a 1.00 ratio.

Oak Park

Older bungalows south of Broadway, with remodel and investor activity. Renovated homes can command higher rent, but budget the work before you count the lease.

Midtown

Victorians, converted flats and small buildings popular with renters who work downtown. Multi-unit buildings built before February 1, 1995 fall under TPP, so check the build date.

Natomas

Newer tracts where some homes are inside AB 1482’s 15-year exemption, but the required flood policy goes into the expense line.

Near Sacramento State

River Park and nearby areas draw student and university staff demand; confirm local occupancy rules for shared rentals.

The Tenant Protection Program in Plain Terms

The City of Sacramento adopted its Tenant Protection Program in 2019. It limits rent increases to 5% plus CPI each year, with a published maximum: 8.6% for increases from July 1, 2026, up from 7.7% for July 2025 to June 2026. Only one increase is allowed in any 12 months. TPP also requires just cause for evictions once a tenant has been in place 12 months, and it has a hearing process for disputes.

Coverage depends on the building. TPP applies to apartments and multi-unit buildings built before February 1, 1995, the cutoff set by state law (Costa-Hawkins), and to duplexes of that age that the owner does not live in. Single-family homes and condos are exempt from TPP. That makes the building’s age a real underwriting question in Midtown, where Victorians and converted flats sit next to newer buildings. Ask for the certificate of occupancy date before you model rent growth.

Houses and Condos: State Law Sets the Cap

A single-family rental or condo may still fall under California’s AB 1482. Under it, a year’s increase cannot exceed the smaller of 10% or 5% plus the regional CPI change, counted from the lowest rent charged during the previous 12 months; a landlord may raise rent twice at most in that span, and just cause rules start after a year of tenancy. Houses and condos owned by individuals, not REITs, corporations or LLCs with a corporate member, are exempt if tenants receive the required written notice. Housing with a certificate of occupancy within the last 15 years is exempt, which covers some newer Natomas homes. AB 1482 runs until January 1, 2030. Rent resets freely at turnover under both laws.

Short-Term Rental Income

Sacramento requires a city permit, a business operations tax account and transient occupancy tax for short-term rentals. According to a third-party summary of the rules, a short-term rental that is not the operator’s primary residence is limited to 90 rented days a year unless the operator gets an additional conditional approval; confirm with the city before you buy. Long-term rent is also the basis most DSCR lenders accept, which makes it the safer plan.

Sacramento DSCR Loan Requirements

  • Down payment: usually 20% to 25%; a ratio below 1.00 or a lower score moves it to 25% or higher.
  • Credit: a floor around 620 to 660, with better pricing past 700.
  • Reserves: plan on three to six months of payments in the bank, and more if you finance several rentals.
  • Prepayment penalty: usual on these loans; a five-year step-down from 5% to 1% typically buys a lower rate than a shorter penalty or none.
  • Vesting: LLCs are generally allowed, with personal guarantees from the members.

Because DSCR is a non-QM product, two lenders can quote very different terms on one Sacramento DSCR loan for the same duplex, so it pays to compare. Equity in a rental you already hold can become your next down payment through an investment property HELOC.

How a Sacramento DSCR Loan Closes

  1. Send the propertyAddress or price, build year, expected rent and how you will hold title.
  2. Check the rulesTPP or AB 1482 coverage and any flood zone, before you model rent growth.
  3. Run the ratioMike prices DSCR options across multiple lenders and shows the down payment each ratio needs.
  4. Appraisal with rent scheduleThe appraiser values the home and estimates market rent, which sets the final ratio.
  5. Close in your name or an LLCMembers sign personal guarantees; local escrow records the deed.

Investor Questions About Sacramento Rentals

How much can I raise rent on a Sacramento apartment in 2026?

If the building is covered by the city’s Tenant Protection Program, the maximum increase from July 1, 2026 is 8.6%, with only one increase per 12 months. TPP covers apartments and multi-unit buildings built before February 1, 1995, and non-owner-occupied duplexes of that age. Newer buildings, houses and condos follow state AB 1482 or are exempt.

Does the Tenant Protection Program apply to a single-family rental?

No. Single-family homes and condos are exempt from Sacramento’s TPP. They may still be covered by California’s AB 1482 unless an exemption applies, such as an individual owner who gives the required written notice, or a certificate of occupancy issued within the last 15 years. Check how you will vest title, because an LLC with a corporate member loses that exemption.

Can I use Airbnb income for a Sacramento DSCR loan?

A few lenders will use documented short-term income, each with its own method, while most size the loan on long-term market rent. Sacramento requires a city permit and tax accounts, and a third-party summary says a non-primary-residence short-term rental is limited to 90 rented days a year without further approval. Plan the loan on long-term rent unless your lender accepts a documented history.

What ratio does a Sacramento DSCR loan need?

Most lenders start at 1.00, meaning the rent pays principal, interest, taxes, insurance and HOA dues in full, and their sharpest pricing tends to begin near 1.20. Ratios from 0.75 to 1.00 can still close with certain programs if you add down payment or accept a higher rate. At the city’s $2,045 average rent, a single-family purchase at typical prices may need more down or a lower price to reach 1.00.

Can I get a Sacramento DSCR loan on a fourplex?

Yes. DSCR programs finance two to four units as well as single-family homes, and several rents against one loan often produce a stronger ratio. Check whether the building predates February 1, 1995, because that brings it under TPP.

Does a Sacramento DSCR loan need my tax returns?

No. The lender qualifies the property on its rent against the full payment, so personal income documents stay out of it. Expect credit, reserves and the appraisal’s rent estimate to carry the weight instead.

Do Natomas rentals need flood insurance on a DSCR loan?

Expect it. The whole Natomas Basin carries FEMA’s A99 label until its levee upgrades are finished, and lenders generally require flood coverage on homes in mapped flood zones. The premium belongs in the insurance line of the DSCR calculation, which lowers the ratio. Get a quote before you make an offer on a Natomas rental.
