Bakersfield DSCR Loans for Rental Property

A Bakersfield DSCR loan qualifies a rental on its rent instead of your income, and that suits one of the lowest-cost large metros in California, where low prices relative to rents are what draw single-family rental investors. Here is how the numbers look at local rents, what the city’s new short-term rental ordinance requires, and which tenant rules apply.

How a Bakersfield DSCR Loan Weighs Rent Against Price

A debt service coverage ratio loan divides the property’s monthly rent by its full monthly payment: principal, interest, property tax, insurance and any HOA dues. At 1.00 the rent exactly covers the payment. Most programs require 1.00, pricing tends to improve above about 1.20, and a few lenders go as low as 0.75 if you bring more down or take a higher rate. Your personal income and tax returns are not the basis for approval, which is why self-employed investors and those with several properties use it.

Bakersfield’s numbers are unusual for California. Zillow’s average rent was $1,901 in September 2026, up 3.1% over the year, against a typical home value of about $386,000 that did not change at all. Rents have been rising while prices sat still, and the low prices relative to rents are what draw single-family rental investors here. Census figures put the 2020-2024 median gross rent at $1,472, a figure that includes long-standing leases, so a tenant who has been in place for years may be paying well below a new lease.

The renter base is broad. Tenants include oilfield, agriculture and logistics workers along Highway 99 and I-5, students at CSU Bakersfield, hospital staff, and military and civilian employees tied to Edwards Air Force Base and China Lake. Rents rising 3.1% in a year while values stayed flat is the kind of spread that improves a debt service coverage ratio over time, though a lender will qualify you on today’s market rent, not next year’s.

Where Bakersfield Rentals Cover Their Payment

East Bakersfield

Older, modest homes and the city’s lowest price tier, a draw for entry-level and investor buyers. Lower prices are where average rent comes closest to covering the full payment, but older houses can carry higher repair and insurance costs.

Downtown and Westchester

Older homes, lofts and rentals in the core, with period houses in Westchester. A small owner market means a property may come with tenants; ask for the leases, since an existing tenant may pay below a new lease.

Near CSU Bakersfield

Southwest neighborhoods near the university draw students and faculty. Student leases can turn over each year, which lets an owner reset rent at each new tenancy under AB 1482.

Southwest and Northwest Tracts

Redfin medians of about $391,000 in the southwest and $455,000 in the northwest (August 2026) make the ratio tighter at average rent. Newer homes may lease above the city average, and buildings with a certificate of occupancy under 15 years old are exempt from the AB 1482 cap.

Running a Bakersfield DSCR Loan at Local Rents

The calculator starts with a $300,000 single-family house, an illustrative price below the citywide median of the kind entry-level and investor buyers look at in East Bakersfield and the older central neighborhoods, renting at Zillow’s September 2026 average of $1,901, with 25% down and no HOA. Replace each figure with the listing and the lease you expect.

Full payment (PITIA)

Rent needed for 1.00

Illustration, not a quote. The rate shown is today’s Kern County 30-year par rate with one point added; actual DSCR pricing moves with the ratio, your score, the loan amount, the prepayment option and the property. The $300,000 price is a round figure, not a neighborhood median. Property tax is estimated at 1.15% of the price per year and insurance at 0.35%.

Now raise the price to the typical value of about $386,000 at the same rent and the ratio falls below 1.00. That is the real dividing line in Bakersfield. Lower-priced homes can carry themselves at average rent; mid-priced homes in the southwest and northwest usually need either more rent than the average, a larger down payment, or a lender that accepts a sub-1.00 ratio in exchange for a higher rate. A newer home may lease for more than the citywide average, and an appraiser’s rent schedule, not the listing description, is what the lender will use.

The City’s New Short-Term Rental Ordinance

Until 2026 short-term rentals were not allowed in the City of Bakersfield. The City Council adopted a short-term rental ordinance on June 10, 2026, which took effect around July 10, with full enforcement expected late in 2026. Its main terms:

  • Permit: a one-year city permit plus a business tax certificate.
  • Tax: 12% transient occupancy tax on stays.
  • Insurance: at least $500,000 in liability coverage.
  • Occupancy: two guests per bedroom.
  • Contact: a local contact reachable 24 hours a day.
  • Buildings: short-term rentals capped at about 20% of units in apartment and condo buildings, according to a third-party summary of the ordinance.
  • Owner occupancy: not required, per the same third-party summary; confirm both points with the city.

For a loan, the important point is timing. Because legal short-term rentals in the city are so new, almost no property has a track record of nightly income that a lender can rely on. Lenders are split on nightly income: some DSCR programs will use Airbnb or VRBO revenue, each with its own documentation rules, but the most accepted figure is the long-term market rent. Underwrite a Bakersfield purchase to the long-term rent, and treat nightly income as upside once you hold a permit and have a history. Budget the $500,000 liability policy into the insurance line, since it is a condition of the permit.

Long-Term Leases: State Law Is the Only Cap

Bakersfield has no local rent control and no local just cause ordinance, and the City Council has not added protections beyond state law. That makes AB 1482, the Tenant Protection Act, the rule for covered units. For covered units, the annual increase is capped at the lower of 10% or 5% plus the regional CPI change, counted from the lowest rent charged during the previous 12 months, and a landlord can raise rent no more than twice in that time. When a tenant moves out, the owner can set a new rent. Once a tenant has been in place a year, ending the tenancy requires a reason the law recognizes, either the tenant’s fault or a listed no-fault ground such as an owner move-in. Two exemptions matter most to investors: buildings whose certificate of occupancy is less than 15 years old, and houses or separately saleable condos held by individual owners (not a REIT, a corporation or an LLC with a corporate member), as long as the tenant was given the written exemption notice. AB 1482 is scheduled to sunset on January 1, 2030.

Bakersfield DSCR Loan Terms to Plan For

  • Down payment: at least 20%, and 25% or more when the ratio is under 1.00 or the score is lower.
  • Credit: most programs start somewhere between 620 and 660, and pricing gets noticeably better above 700.
  • Reserves: three to six months of the payment left in the bank at closing is typical, and more if you finance several properties.
  • Prepayment penalty: common; a 5/4/3/2/1 step-down usually buys a lower rate than a shorter or no-penalty option.
  • Ownership: you can usually close in an LLC, with each member personally guaranteeing the loan.

Buying a Rental With DSCR, Stage by Stage

  1. Send the propertyAddress or price, expected rent, lease type and how you will hold title. Mike runs the ratio before you offer.
  2. Compare DSCR lendersSee rate, points, prepayment options and the down payment each lender needs at your ratio.
  3. Appraisal with rent scheduleA Kern County appraiser values the home and estimates market rent, which sets the final ratio.
  4. Entity and insuranceProvide LLC documents if you are vesting in an entity, plus a landlord policy, and the $500,000 liability policy for a permitted short-term rental.
  5. Close and leaseSign through escrow, then place a tenant under AB 1482 rules or apply for your short-term rental permit.

Because DSCR is a non-QM loan, every lender writes its own terms, and comparing several is the only way to see the spread. They are for investment property only. If you plan to live in one unit of a duplex or fourplex, an FHA loan or conventional loan needs far less down. Equity in a rental you already own can become the next down payment through an investment property HELOC, and the Bakersfield mortgage rates page shows today’s conventional pricing for comparison.

Bakersfield DSCR Loan Questions for Investors

Can I run a short-term rental in Bakersfield now?

Yes, under the ordinance the City Council adopted on June 10, 2026, effective around July 10, with full enforcement expected late in 2026. You need a one-year city permit and a business tax certificate, $500,000 in liability insurance and a 24-hour local contact, and you collect 12% transient occupancy tax. Occupancy is two guests per bedroom, and a third-party summary says owner occupancy is not required; confirm with the city.

Will a lender count Airbnb income on a Bakersfield DSCR loan?

A few programs will, but most want a documented history first. Because short-term rentals only became legal in Bakersfield in 2026, few properties have one. Long-term market rent from the appraiser’s rent schedule is the basis most lenders accept, so size the loan on that and treat nightly income as extra.

Is there rent control in Bakersfield?

No. Bakersfield has no local rent control or just cause ordinance, so the state’s AB 1482 is the only cap. On covered units it keeps increases over any 12 months to the lower of 10% or 5% plus regional inflation. Newer buildings are exempt, and individually owned single-family homes can be exempt if the tenant received the required notice.

What rent does a Bakersfield house need for a 1.00 DSCR?

Enough to cover the full PITIA payment: principal, interest, property tax, insurance and HOA dues if there are any. At 25% down, a house around $300,000 can reach 1.00 near Zillow’s September 2026 average rent of $1,901, depending on the rate. At the typical value of about $386,000, the same rent falls short, so you would need higher rent, more down, or a program that accepts a lower ratio.

How much down does a Bakersfield DSCR loan need?

Usually 20% to 25% on a purchase. A ratio under 1.00 or a lower credit score pushes most lenders toward 25% or more, while a strong ratio and a score above 700 earn the better pricing. On a $300,000 house, 25% down is $75,000 before closing costs and reserves.

Does a Bakersfield DSCR loan check my personal income?

No. Approval rests on the property’s rent compared with its payment, plus your credit, down payment and reserves. That is why self-employed investors and owners of several rentals use it. Lenders still pull credit and verify the funds for closing and reserves.

Can I hold a Bakersfield rental in an LLC with a DSCR loan?

Usually, yes. Most DSCR programs lend to an LLC with the members signing personal guarantees, after reviewing the operating agreement and the entity’s standing. Ownership by an LLC with a corporate member can remove the AB 1482 exemption for a single-family rental, so talk to your attorney about how to hold title.
