Anaheim DSCR Loans for Rental Property
An Anaheim DSCR loan has to be built on long-term rent, even if you picture a vacation rental near Disneyland. The city closed that door years ago: it stopped issuing new short-term rental permits in 2016 and, under a 2019 ordinance, prohibits opening new ones. The long-term rental market that remains is large. Here is how a debt service coverage ratio lender reads an Anaheim rental, and how to run the ratio before you offer.

How an Anaheim DSCR Loan Reads a Rental
A debt service coverage ratio loan qualifies the property, not your tax returns. The lender divides monthly rent by the full payment: principal, interest, property tax, insurance and any HOA dues. At 1.00, rent and payment are equal; above that, the property covers itself with room to spare. The rent comes from a lease in place or from the appraiser’s market rent schedule. Your personal income is not used, which is why self-employed investors and owners of several rentals use these loans. It is a business-purpose loan, so it is not for a home you will live in.
In Anaheim, the key input is which rent the lender will accept, and that runs straight into the city’s short-term rental rules.
No New Vacation Rentals, by Ordinance
Anaheim’s short-term rental rules sit in Municipal Code Chapter 4.05. The city stopped issuing new permits in 2016 and at first planned to phase out the existing ones. In June 2019 it reversed the phase-out: rentals that already held permits, 222 of them as of mid-2019, may keep operating under good-neighbor rules, but opening a new short-term rental is prohibited. The code defines a short-term rental as a stay of 3 to under 30 days. Most of the remaining permitted rentals have historically clustered around the Anaheim Resort and Disneyland area.
For a buyer, that means an Anaheim DSCR loan on a house should be sized on long-term rent. We did not find a current count of permits still active, and we did not confirm whether an existing permit can survive a sale, so do not pay for nightly income that is tied to a seller’s permit unless the city confirms in writing that it carries over. Many DSCR programs accept short-term rental income in other markets; in Anaheim, long-term market rent is the basis to plan on.
Anaheim Rental Market by the Numbers
Sources: Zillow Rental Manager market trends for Anaheim (October 3, 2026); U.S. Census Bureau ACS 2020-2024.
Anaheim is a renter-majority city. The Census Bureau’s 2020-2024 survey shows 46.2% of homes owner-occupied, and households are large at 3.18 people on average. Demand comes from the jobs around Disneyland Resort, the Anaheim Convention Center, Angel Stadium and Honda Center, from hospitality work generally, and from employers in the Anaheim Canyon business park along the 91 freeway.
The Census median gross rent includes long-standing leases, which is why it runs below current asking rents. A DSCR appraiser will build a rent schedule from comparable leases, so expect a figure grounded in current listings, not in the highest ad on the street. The softer asking rents this year are a reason to underwrite conservatively.
Running the Ratio on an Anaheim Duplex
A single house rarely covers its payment at Anaheim prices with 25% down. Two doors against one mortgage gets closer. The calculator starts with an illustrative $1,100,000 duplex with both units at the average two-bedroom asking rent, $2,600 each. Change the figures to match a real listing.

Illustrative price and rent. The rate is a figure set at today’s Orange County 30-year par rate plus one point, and it is not a quote. Real DSCR pricing moves with the ratio, your score, the loan amount, the prepayment option and the property type. Tax is estimated at 1.15% of the price and insurance at 0.35%.
If the ratio comes out under 1.00, there are four usual fixes: more down payment, a lower price, more units, or accepting a sub-1.00 program at a higher rate because you are buying for long-term appreciation and can cover the shortfall. A lender looks at the ratio as one number; you should look at the cash flow too.
Where Anaheim Rentals Tend to Pencil Out
Street-level prices and rents are not in our data, so read these as notes on building type and the rules that follow it.
Central and North Anaheim
Older tract homes mixed with duplexes and apartment complexes, with small investor activity. Multiple units against one loan give the ratio its best chance.
South Anaheim
Older homes and apartments near the Resort and the Orangewood corridor, home to much of the tourism and stadium workforce. Steady tenant demand, older buildings, and AB 1482 caps on covered units.
West Anaheim
Postwar single-family tracts. A house owned by an individual can be exempt from the AB 1482 cap with the required notice, but one rent against one payment is harder to cover.
Platinum Triangle
Newer apartments and condos near the stadium and arena. A certificate of occupancy within the last 15 years can exempt a unit from AB 1482; HOA dues and any Mello-Roos count in the ratio.
Anaheim Resort Area
Where the remaining permitted short-term rentals have clustered. Treat any nightly income here as unproven for lending until the city confirms the permit survives your purchase.
Long-Term Tenants: State Law Sets the Rules
No Anaheim rent control or local just-cause ordinance turned up in our research, so the state’s Tenant Protection Act, AB 1482, is the main framework. On covered units, rent can rise by no more than 5% plus the regional CPI change, or 10%, whichever is lower, in any 12 months, measured from the lowest rent charged in the prior year, with no more than two increases in that period. When a unit turns over, the owner can reset the rent. After 12 months of tenancy, an eviction needs an at-fault or no-fault reason, such as owner move-in or a substantial remodel.
Single-family homes and condos are exempt when the owner is not a corporation, a REIT or an LLC with a corporate member and the tenant received the required written notice. An owner-occupied duplex where the owner lived in one unit when the tenancy began is exempt too. AB 1482 is scheduled to sunset on January 1, 2030. We could not confirm whether Anaheim has a separate mobilehome space rent ordinance, so check with the city if you are buying in a park.
Typical Terms on an Anaheim DSCR Loan
- Ratio: most lenders start at 1.00; around 1.20 and up usually prices better, and a few programs go down to 0.75 for a larger down payment or a higher rate.
- Down payment: 20% to 25% on a purchase, closer to 25% or more when the ratio is under 1.00 or the score is lower.
- Credit: floors around 620 to 660, with pricing improving above 700.
- Reserves: often three to six months of payments, more if you finance several properties.
- Prepayment penalty: common; a step-down such as 5/4/3/2/1 usually lowers the rate.
- Vesting: an LLC is generally allowed, with members signing personal guarantees.
DSCR is a non-QM product, and terms differ widely between lenders, which is why Mike shops them. If you will live in one unit of a duplex, owner-occupied financing through FHA or conventional needs far less down. Already own an Anaheim rental with equity? An investment property HELOC can raise the next down payment while the existing loan stays put.

Anaheim DSCR Loan Questions
Can I buy an Anaheim house and run it as an Airbnb?
Not as a new short-term rental. Anaheim stopped issuing new short-term rental permits in 2016, and since its June 2019 ordinance only rentals that already held permits may keep operating. Opening a new one is prohibited. Stays of 30 days or more are outside the short-term definition, but plan a DSCR loan around long-term market rent.
Does an existing Anaheim short-term rental permit transfer to a buyer?
Our research did not confirm that it does, and we would not assume it. Before you pay a price based on nightly income, ask the City of Anaheim in writing whether the permit survives the sale. Lenders will usually size the loan on long-term rent unless that answer is clear and documented.
Does Anaheim have rent control?
No city rent control or local just-cause ordinance was found in our research. State law, AB 1482, caps increases on covered units at 5% plus regional CPI or 10%, whichever is lower, in any 12 months, and requires just cause after 12 months of tenancy. Newer buildings and qualifying individually owned houses and condos are exempt.
What rent will a lender use for an Anaheim DSCR loan?
The lease in place or a market rent schedule from the appraiser, built from comparable rentals. For reference, Zillow’s average Anaheim asking rent was about $2,495 in October 2026, with two-bedrooms near $2,600, while the Census median gross rent was $2,175. The appraiser’s figure for your property is the one that counts.
Can I close an Anaheim DSCR loan in an LLC?
Most DSCR programs allow it, with the members signing personal guarantees, and the lender reviews the operating agreement and good standing. Ownership can also affect AB 1482: the single-family and condo exemption does not apply when the owner is an LLC with a corporate member. Talk to your attorney about vesting before closing.
Is a DSCR loan right if I will live in one unit?
Usually not. DSCR loans are for investment property. If you will occupy one unit of a duplex or fourplex, an owner-occupied FHA, VA or conventional loan asks for far less down and generally prices better.
How much down does an Anaheim DSCR loan need?
Typically 20% to 25% on a purchase. Ratios under 1.00 or scores at the lower end push toward 25% or more, and reserves of three to six months of payments are common on top of that.
