Santa Ana DSCR Loans for Rental Property
A Santa Ana DSCR loan starts from a fact that sets the city apart from its neighbor Anaheim: Santa Ana has its own rent control. Since November 2021 its Rent Stabilization and Just Cause Eviction Ordinance has capped increases on most older apartments and required a reason to end a tenancy after just 30 days. A debt service coverage ratio loan qualifies on rent, so you need to know which rents can grow and which cannot before you run the numbers.

How a Santa Ana DSCR Loan Qualifies a Rental
The ratio is monthly rent over the complete payment, counting principal, interest, property tax, insurance and HOA dues; a 1.00 means the rent exactly covers it. Your personal income and tax returns are not the test, which suits self-employed investors and owners with several properties. The rent comes from leases in place or from the appraiser’s market rent schedule. It is a loan for investment property only, not a home you will live in.
In most cities the main question is what market rent the appraiser will support. In Santa Ana there is a second question: whether a city ordinance limits how fast the rent in place can rise.
The Rent Stabilization Ordinance in Plain Terms
The city adopted its Rent Stabilization and Just Cause Eviction Ordinance in 2021, effective November 19, 2021. For an investor, it comes down to five points:
- The cap. Annual increases are limited to the lower of 3% or 80% of the change in CPI, with one increase per 12 months. The cap was 2.42% for September 1, 2025 to August 31, 2026, and 2.87% for September 1, 2026 to August 31, 2027. The newer figure comes from a city newsletter quoted on a secondary site, so confirm it on santa-ana.org/rso.
- Which units are capped. Units built on or before February 1, 1995 that are not exempt under the state’s Costa-Hawkins law, which leaves most single-family homes and condos outside the cap. Mobilehome spaces in parks established before 1990 are covered too.
- Just cause. After 30 days of tenancy, ending a tenancy needs a qualifying reason. Housing built in the last 15 years and deed-restricted units are exempt.
- Relocation. A no-fault termination requires three months of relocation assistance or waiving the last three months of rent.
- Registration. Owners must register units in the city’s Rental Registry and may pass through up to $50 per unit of the registry fee.
Santa Ana Rental Market Data
Sources: Zillow Rental Manager market trends for Santa Ana (September 19, 2026, 252 listings); U.S. Census Bureau ACS 2020-2024.
About 55% of Santa Ana households rent, and the average household has 3.81 people. Renter demand is tied to county government and the courts at the civic center, service jobs, and large family households. The Census median gross rent includes long-standing leases, which in a capped building may be closer to what you inherit than the asking rents online.
What a Rent Cap Does to the Ratio
On a covered pre-1995 building with tenants in place, the rent the lender sees is the rent in the leases, and from there it can rise only by the city cap each year. You cannot plan on raising a sitting tenant to market to fix a weak ratio, and a no-fault move-out costs three months of relocation. So for a capped building, buy on the rents that exist. Model rent growth at or below the cap, and treat any upside as a bonus, not as the basis for a Santa Ana DSCR loan.
Single-family homes and condos are a different case. Most sit outside the city cap under Costa-Hawkins, and the state’s AB 1482 cap does not reach them either when the owner is an individual, not a corporation, REIT or LLC with a corporate member, and the tenant gets the required written notice. They still fall under the city’s just-cause rules after 30 days unless built in the last 15 years. That is why the calculator below starts with a condo.
Running the Ratio on a Two-Bedroom Condo
The calculator pairs the September 2026 average two-bedroom asking rent with an illustrative $600,000 condo, the kind of unit buyers look for in South Coast Metro, at 25% down with an estimated $400 monthly HOA. Change any figure to match a real listing.

Illustrative price and HOA. The rate is today’s county par rate for a 30-year fixed, plus one point, and should not be read as a quote, since DSCR pricing varies with ratio, credit, loan size, prepayment choice and property type. The tax and insurance estimates use 1.15% and 0.35% of price.
If the result is under 1.00, the usual levers are more down payment, a lower price or HOA, or a sub-1.00 program at a higher rate. A handful of programs lend down to about 0.75 if you add down payment or accept a higher rate, and ratios near 1.20 or better usually get stronger pricing.
Santa Ana Rental Areas and the Rules That Reach Them
Prices and rents by area were outside what we could confirm, so these notes track building age and type, which decide how the ordinance applies.
Santa Anita
Older, modest houses and small multifamily properties draw first-time and investor buyers here. Many small buildings predate 1995, so check the year built before you assume rents can move to market.
Westside
Postwar tract homes and apartments with large households. A single-family rental owned by an individual is usually outside the city cap but still under just cause after 30 days.
South Coast Metro
Condos and apartments near South Coast Plaza. Condos often fall outside the cap under Costa-Hawkins, but HOA dues come straight out of the ratio.
Downtown and the Artists Village
Lofts and condo conversions near the civic center and courts, with steady renter demand from the government center. Conversion buildings can draw extra lender review.
Washington Square
Early twentieth-century bungalows north of downtown. Older single houses are generally outside the cap, while a duplex there built before February 1995 would generally be covered unless exempt.
Short-Term Rentals: Check Before You Count on Them
We did not verify Santa Ana’s short-term rental rules, so we are not going to describe them. Ask the city directly before you underwrite any nightly or weekly income. Most DSCR lenders accept long-term market rent as the safest basis anyway, and in Santa Ana that is the figure to plan on.
Typical Santa Ana DSCR Loan Terms
- Down payment: 20% to 25% on purchases, with sub-1.00 ratios or lower scores pushing toward 25% or more.
- Credit: floors near 620 to 660, better pricing above 700.
- Reserves: three to six months of payments is typical, more when several properties are financed.
- Prepayment: step-down penalties such as 5/4/3/2/1 are common and usually lower the rate.
- Vesting: LLCs are generally allowed, with personal guarantees from members.
- Documents specific to the city: a current rent roll, leases and, for covered units, the Rental Registry record.
DSCR is a non-QM product with terms that vary widely, so Mike prices several lenders. If you will live in one unit of a duplex, an owner-occupied FHA or conventional loan takes far less down. To pull equity from a rental you already own for the next down payment, see the investment property HELOC, and for a home you live in, the Santa Ana HELOC.
Five Steps to a Santa Ana DSCR Loan Closing
- Send the rent rollAddress or price, year built, unit count and current leases. The year built tells Mike whether the city cap likely applies.
- Test the ratioIn-place rents and growth at or below the cap, against the full payment including HOA dues.
- Choose a lenderPrograms differ on minimum ratio, prepayment and LLC vesting; the file goes to those that fit.
- Appraisal and rent scheduleAn Orange County appraiser values the property and confirms market rent for vacant units.
- CloseEntity documents, insurance and registry records are collected, then signing and funding through local escrow.
Santa Ana DSCR Loan Questions
How much can I raise rent on a Santa Ana apartment?
On units covered by the city ordinance, built on or before February 1, 1995 and not exempt under Costa-Hawkins, increases are limited to the lower of 3% or 80% of the CPI change, once per 12 months. The cap was 2.42% through August 31, 2026 and 2.87% for September 2026 through August 2027, a figure to confirm on the city’s site.
Is a Santa Ana single-family rental under rent control?
Usually not under the city cap, since most single-family homes and condos are exempt under Costa-Hawkins, and AB 1482 exempts them too when an individual owns them and the tenant receives the required notice. The city’s just-cause protections still apply after 30 days of tenancy unless the home was built in the last 15 years.
What does a no-fault eviction cost in Santa Ana?
The ordinance requires three months of relocation assistance, or waiving the last three months of rent, for no-fault terminations of covered tenancies. That cost belongs in your plan if you are buying an occupied building with the idea of renovating or moving in. A DSCR lender will size the loan on the current leases, not on a future vacancy.
Do I have to register a Santa Ana rental?
Yes, owners must register units in the city’s Rental Registry, and they may pass through up to $50 per unit of the registry fee to tenants. Our research did not find the fee amount itself, so check with the city when you buy. Lenders may ask for the registration and current rent roll during underwriting.
What DSCR ratio do lenders want on a Santa Ana DSCR loan?
Most lenders look for at least 1.00, meaning rent matches the full payment, and give better pricing nearer 1.20. A smaller set will go between 0.75 and 1.00 if you bring more cash or take a higher rate. On a capped pre-1995 building, use the in-place rents and growth at or below the city cap when you test the ratio.
Can I close a Santa Ana DSCR loan in an LLC?
Most programs allow it, with members signing personal guarantees. Vesting can also matter for rent rules: AB 1482’s exemption for houses and condos is lost when title sits with an LLC that has a corporate member, so ask your attorney before choosing how to hold title.
Is a newer Santa Ana building outside the ordinance?
Partly. Units built after February 1, 1995 fall outside the city rent cap, and housing built within the last 15 years is exempt from the just-cause rules. Confirm the certificate of occupancy date for the specific building with the city.
