VA financing for South San Diego Bay commuters
Chula Vista VA Home Loans
A Chula Vista VA home loan suits sailors and civilian Navy workers who want a shorter drive to the San Diego Bay bases and a lower price than the City of San Diego. It lets eligible buyers purchase here with no down payment and no monthly mortgage insurance. The local wrinkle is on the east side, where special taxes on the bill count in the VA payment.

Chula Vista VA Home Loans for a Bay Base Commute
Naval Base San Diego, on 32nd Street, is a few miles north of the city line, and Naval Base Coronado, which includes NAS North Island, Naval Amphibious Base Coronado and the Silver Strand training areas, sits across the bay. That geography makes Chula Vista a commuter home for sailors and for the civilians who work at those installations. The Census Bureau counts 17,156 veterans living in the city, and the San Diego Military Advisory Council counted about 109,244 active-duty personnel across the region in fiscal 2025.
Prices help explain the draw. The city’s median sale was about $855,000 in August 2026, and the west side runs lower: Zillow put 91911 at about $774,000 and 91910 at about $835,000 in July 2026. Eligible buyers with full entitlement have no VA loan limit, so the lender sets the loan from income, debts, credit and assets, and the loan cannot exceed the lower of price or appraised value. Active-duty buyers can have documented housing allowance counted as qualifying income.

Navy Commuter Housing by the Numbers
Sources: U.S. Census Bureau ACS 2020-2024, San Diego Military Advisory Council 2025 report, Redfin (August 2026), Zillow rent index (September 30, 2026).
A sailor on a typical rent of $2,935 a month is weighing it against a mortgage with no down payment and no monthly mortgage insurance, and that is a comparison worth running before renewing a lease. With homes going under contract in about three and a half weeks, a VA offer with a Certificate of Eligibility already in the file reads as strong to a listing agent.
Where Chula Vista VA Buyers Live Relative to the Bases
Northwest Chula Vista (91910)
The closest part of the city to Naval Base San Diego on 32nd Street, with mid-century homes at about $835,000 (Zillow, July 2026) and generally no Mello-Roos, which keeps the residual income math simple.
Southwest Chula Vista (91911)
Near the bay and I-5, on the side of the city closest to Coronado and Imperial Beach, at about $774,000. Older homes here need a VA appraisal that clears the minimum property requirements, so get an inspection early.
Rancho del Rey and Otay Ranch
Newer east-side homes, around $909,000 for Otay Ranch’s 91913 ZIP, with longer drives to the bay and CFD special taxes that come out of the qualifying budget.
Eastlake (91914) and Millenia (91915)
Eastlake near $1.18 million is where full entitlement matters most, because there is no county cap on the loan. Millenia, around $859,000 for the ZIP, offers VA-eligible condos and townhomes if the project meets VA requirements.
When Mello-Roos Is Part of the VA Payment
VA loans are allowed on homes inside Mello-Roos community facilities districts, and much of east Chula Vista is inside one or several. Eastlake, Otay Ranch, Rancho del Rey and Millenia parcels commonly pay special taxes for open space maintenance, public facilities, the Chula Vista Elementary and Sweetwater Union High School districts and Otay Water District improvements, on top of the 1% Prop 13 base. The VA lender counts all of it in the housing payment when it checks your debt-to-income ratio and the residual income left over each month after major expenses.
In practice this means a west-side house and an east-side house at the same price can lead to different approvals for the same sailor. We could not verify per-home dollar amounts for the east-side districts, and they vary by parcel, so ask for the seller’s tax bill, or the builder’s Notice of Special Tax on new construction, before you write an offer. Mike will run the file with that real figure instead of an estimate.
The VA Funding Fee at the $855,000 Median
VA replaces monthly mortgage insurance with a one-time funding fee, usually financed into the loan. With less than 5% down it is 2.15% on first use and 3.3% after that; 5% down lowers it to 1.5%, and 10% down to 1.25%, whether it is your first VA loan or a later one. That schedule has been in effect since April 7, 2023. Veterans receiving VA disability compensation pay no fee, and neither do several other groups listed in the questions below. Here is the fee on an $855,000 purchase.
| $855,000 purchase | Loan before the fee | First VA loan | Later VA loans |
|---|---|---|---|
| No down payment | $855,000 | 2.15%: $18,383 | 3.30%: $28,215 |
| 5% to 9.99% down | $812,250 | 1.50%: $12,184 | 1.50%: $12,184 |
| 10% or more down | $769,500 | 1.25%: $9,619 | 1.25%: $9,619 |

VA funding fee schedule effective April 7, 2023, current per VA as of October 2026. Chula Vista median sale price, August 2026 (Redfin).
Keeping an Old VA Loan: Partial Entitlement at $1,104,000
If an earlier VA loan is still open on a home you kept, part of your entitlement is tied up in it, and the county limit comes back into the math. Your remaining guaranty is 25% of San Diego County’s one-unit limit, or $276,000 for 2026, minus what the old loan uses. Lenders generally want that remaining guaranty plus any down payment to equal 25% of the new loan. The table runs two amounts of entitlement in use against a $909,000 purchase, the July 2026 Zillow typical value in Otay Ranch’s 91913.
| Entitlement already in use | Remaining guaranty | Largest loan with $0 down | Down payment on $909,000 |
|---|---|---|---|
| None (full entitlement) | Full | No VA limit | $0 |
| $75,000 | $201,000 | $804,000 | $26,250 |
| $150,000 | $126,000 | $504,000 | $101,250 |
Remaining guaranty = 25% of the 2026 San Diego County one-unit limit ($1,104,000) minus entitlement in use. The one-unit limit is used for two- to four-unit homes too.
A down payment closes any gap, and selling the old home and paying off its VA loan restores full entitlement. If the old house has equity and you still live in it, a HELOC is another way to fund that down payment. Mike pulls your Certificate of Eligibility early so the entitlement figure is confirmed rather than guessed.
VA vs FHA and 5% Down Conventional at $835,000
Here is an $835,000 purchase, the July 2026 typical value in northwest Chula Vista’s 91910, at a 700 score, comparing a VA loan with no down payment against FHA at its 3.5% minimum and conventional at 5%. VA’s lack of monthly mortgage insurance is usually what makes the difference.
| $835,000 purchase, 700 credit | Conventional, 5% down | FHA, 3.5% down |
|---|---|---|
| Down payment | $41,750 | $29,225 |
| Loan amount | $793,250 | $819,876 with 1.75% upfront MIP |
| Today’s rate (APR) | 7.999% (8.069%) | 7.250% (7.319%) |
| Principal and interest | $5,820/mo | $5,593/mo |
| Mortgage insurance | $516/mo PMI | $504/mo MIP |
| Before taxes and insurance | $6,336/mo | $6,097/mo |
| Mortgage insurance ends | At 20% equity (can be removed) | Life of the loan with under 10% down |
Before property tax, special taxes, insurance and HOA dues. VA includes the 2.15% first-use funding fee financed into the loan.
What VA Underwriting Checks for Chula Vista Buyers
- Eligibility: a Certificate of Eligibility based on service, which Mike can request for you.
- Occupancy: you must intend to live in the home as your primary residence.
- Income and residual income: VA checks what is left each month after the full payment, CFD taxes and HOA dues included, and major expenses.
- Property: a VA appraisal against minimum property requirements, and condos in an acceptable project.
- Down payment: none with full entitlement; with partial entitlement, enough to cover the guaranty gap.

After PCS Orders: Lease It, Do Not List It Nightly
VA requires that you intend to live in the home you buy. Some service members later keep it as a rental when they transfer, which VA allows once you have occupied it. In Chula Vista, though, the rental has to be a lease. The city’s short-term rental ordinance, Municipal Code Chapter 5.68, requires operators to keep a primary residence in Chula Vista and caps whole-home rental of a primary residence at 90 days a year. A family that has moved to another duty station cannot run the old house as a nightly rental. Plan on a long-term tenant, and if you later buy a rental on purpose, use a DSCR loan, not VA.
Alameda Mortgage works from Simi Valley by phone, email and e-signature, so the loan can move while you are deployed, in training or still at your current station; a San Diego County appraiser and a local escrow company handle the on-site pieces. Insurance belongs in the budget too: the eastern villages back onto open space, and CAL FIRE released updated local fire hazard maps in early 2025. USAA has said it will expand California coverage for military families starting in January 2027. For program basics see our VA loan guide, and for the low-down alternative, the Chula Vista FHA page.
Chula Vista VA Home Loans: Questions People Ask
Can I use a VA loan on a Chula Vista home with Mello-Roos?
Yes. VA allows homes inside community facilities districts, which are common in Eastlake, Otay Ranch, Rancho del Rey and Millenia. The special taxes count in your monthly housing payment for both the debt-to-income ratio and residual income, so they reduce what you can borrow. Ask for the actual tax bill on the property before you write an offer.
Is there a VA loan limit in Chula Vista?
Not with full entitlement. If you have never used your benefit, or you sold and paid off your earlier VA loan, the lender sets the amount from your income, credit and assets. If entitlement is still tied up in another VA loan, the 2026 San Diego County limit of $1,104,000 is used to calculate how much you can borrow with nothing down.
Can I Airbnb my Chula Vista house after I PCS?
Not as a nightly whole-home rental. Chula Vista requires short-term rental operators to keep their primary residence in the city, and whole-home rental of a primary residence is capped at 90 days a year. Once you move away on orders, the practical option is a long-term lease, which VA does not prohibit after you have occupied the home.
Who does not pay the VA funding fee?
Five groups are exempt: veterans paid VA compensation for a service-connected disability; veterans who qualify for that compensation but draw retirement or active-duty pay instead; surviving spouses on Dependency and Indemnity Compensation; service members whose proposed or memorandum rating is issued before closing; and active-duty members with evidence of a Purple Heart by closing. If a rating comes later with an effective date before closing, a refund is possible.
I work at Naval Base San Diego. Can you close while I am underway?
Usually, yes. Alameda Mortgage lends throughout California from Simi Valley by phone, email and e-signature, with a San Diego County appraiser and local escrow. Send your orders and leave and earnings statement early, and arrange a power of attorney if you will be away at signing. Mike will check with the lender and escrow on what they accept.
Does a Chula Vista VA home loan need mortgage insurance?
No. VA loans carry no monthly mortgage insurance at any down payment. The one-time funding fee takes its place, and it is waived for veterans receiving disability compensation and several other groups. That is the main reason a zero down VA payment often lands below a 3.5% down FHA payment at the same price.
Can I buy a Millenia condo with a Chula Vista VA home loan?
Yes, if the condominium project is acceptable to VA. Ask the listing agent or HOA early, because a project that is not approved can slow or stop the file. The HOA dues and any special taxes count in the payment, so include them when you budget.
