San Francisco VA Home Loans

A San Francisco VA home loan does something no other program can for the city’s roughly 18,046 veterans: with full entitlement there is no loan limit and no down payment requirement, even on a house priced well above the conforming limit. The city has no active-duty base of its own, and what limits a VA buyer here is usually not VA. It is the appraisal.

Who Uses a San Francisco VA Home Loan

Census figures count 18,046 veterans in the city. With no major installation here, VA buyers include veterans now in civilian work, Coast Guard members assigned around the bay and families who settled after service elsewhere. The San Francisco VA Medical Center at Fort Miley anchors veteran care in the city, and Travis Air Force Base is about 50 miles away in Fairfield.

Those buyers face the same market as everyone else: homes going pending in about two weeks and sales averaging around 15% over list. A VA loan’s strengths, no down payment and no monthly mortgage insurance, are worth more at these prices than almost anywhere. Its one built-in constraint is also sharper here.

The Appraisal Is the Limit That Matters

A VA loan cannot be larger than the lower of the purchase price and the appraised value. Where the average September 2026 sale closed about 15% over asking, that rule can decide a VA offer. Bid $1,380,000 on a house listed at $1.2 million, get an appraisal of $1,300,000, and VA will lend on $1,300,000. The $80,000 difference is yours to cover in cash or to renegotiate. A zero-down loan does not mean a zero-cash purchase when you are bidding over list.

So the useful planning number is not the down payment; it is how much above appraisal you can cover. Decide that before you bid. If the money for a gap is in equity elsewhere, a HELOC on a home you already own can provide it.

The house median is far above the county limit, which is exactly where full entitlement earns its keep: a conventional buyer at $2 million needs a jumbo and a large down payment, while an eligible veteran can borrow the whole price if income supports it. The condo median sits just above the limit, so a veteran with partial entitlement may need only a modest down payment on a typical condo.

Speed is the other factor. With homes pending in about 13 days, a VA offer competes best when eligibility, income and the appraisal-gap plan are settled before the first showing.

Full Entitlement Against a $2 Million Median

If you have never used the benefit, or used it and paid the loan off when you sold, you have full entitlement. VA then guarantees 25% of the loan with no cap tied to the county, and the lender sets the amount from your income, debts, credit and assets. A conventional buyer at the house median needs a jumbo loan and, commonly, 10% to 20% down plus months of reserves. A VA buyer with full entitlement and the income to carry the payment can finance the whole price.

Partial Entitlement: 25% of $1,249,125

If you still own a home with a VA loan on it, part of your entitlement is tied up there. For the next purchase, VA starts from 25% of the county’s one-unit conforming limit, $312,281 for 2026, and subtracts what the existing loan uses. Lenders generally want remaining entitlement plus any down payment to cover 25% of the new loan. Against a $1,275,000 purchase, the condo median, it looks like this:

Entitlement already in useRemaining guarantyLargest loan with $0 downDown payment on $1,275,000
None (full entitlement)FullNo VA limit$0
$50,000$262,281$1,049,125$56,469
$125,000$187,281$749,125$131,469

Remaining guaranty = 25% of the 2026 San Francisco one-unit limit ($1,249,125) minus entitlement in use. The same one-unit figure is used for buildings of two to four units.

The down payment is a quarter of the amount above the zero-down maximum. Sell that home and pay off its VA loan, and your full entitlement comes back. Mike pulls your Certificate of Eligibility first so the figures are exact.

Neighborhoods Within Reach for VA Buyers

SF MLS medians for the 12 months to October 13, 2026.

Sunset and Parkside Row Houses

Medians from about $1.65 million (Outer Parkside) to $2.155 million (Inner Sunset). These are jumbo for a conventional buyer even at 20% down, and a natural fit for full entitlement.

Excelsior, Visitacion Valley and Bayview Houses

About $981,500 to $1.14 million, within the conforming limit, so even a veteran with some entitlement in use can often buy with little or nothing down.

Mission Bay, SoMa and Bayview Condos

About $1.299 million, $802,500 and $710,000. Realistic VA targets, provided the project is VA-approved.

A $43,000 Reason to Check Your Disability Status

VA charges a one-time funding fee instead of monthly mortgage insurance, normally financed into the loan. With less than 5% down, it is 2.15% on first use and 3.3% on later use; 5% down brings it to 1.5% and 10% down to 1.25%. Those rates have been in place since April 7, 2023. On a $2,000,000 purchase with nothing down, a first-time fee is $43,000. It is waived for veterans receiving VA compensation for a service-connected disability or eligible for it but receiving retirement or active-duty pay instead, surviving spouses receiving Dependency and Indemnity Compensation, service members with a proposed or memorandum rating issued before closing, and active-duty members who show a Purple Heart on or before closing. If a rating is pending, tell Mike, since a later award effective before closing can lead to a refund.

VA Requirements: Condos Yes, TICs No

  • Condos: the project must be VA-approved, so check the building before you write an offer.
  • TICs: a tenancy-in-common share is not a separate legal parcel or an approved condo project, so VA cannot finance it. An entire two- to four-unit building can be bought with VA if you live in one unit.
  • Occupancy: the home has to be the one you will live in. A pure rental needs a different loan, such as a DSCR loan.
  • Income: documented housing allowance can count for service members, which helps Coast Guard families on orders to the bay.
  • Appraisal: the VA appraisal caps the loan, so plan the cash for any gap.

Alameda Mortgage works by phone, email and e-signature from Simi Valley with a local appraiser and San Francisco escrow, so the loan can move while you are still at your current station. See the VA loan guide for program basics, or compare all programs on the San Francisco mortgage rates page.

San Francisco VA Home Loan FAQs

Does San Francisco have a VA loan limit?

Not with full entitlement. Borrowers with full entitlement have no VA loan limit, and the lender sets the amount from income, credit and assets. With entitlement still in use on another VA loan, the 2026 San Francisco limit of $1,249,125 is used to work out the largest loan you can take with no down payment.

What happens if my VA appraisal is below my San Francisco offer?

A VA loan cannot exceed the lower of the price and the appraised value, so you cover the difference in cash or renegotiate with the seller. With sales averaging about 15% over list in September 2026, set a firm limit on how much above appraisal you can pay before you bid.

Can I use a San Francisco VA home loan for a TIC?

No. A tenancy-in-common share is not a separate legal parcel or an approved condo project, so VA cannot finance it. VA can finance a VA-approved condo, a house, or a two- to four-unit building you will live in. TIC buyers usually turn to fractional TIC loans from a small group of local banks and credit unions.

How much is the VA funding fee on a $2 million San Francisco house?

With no down payment it is 2.15% on first use, or $43,000, and 3.3% on later use, or $66,000. Putting 10% down cuts it to 1.25% of the loan. Veterans receiving VA compensation for a service-connected disability, and several other groups, pay no funding fee at all.

How does partial entitlement work in San Francisco?

Take 25% of $1,249,125, which is $312,281, and subtract the entitlement your existing VA loan uses. With $50,000 in use, the largest no-down loan is about $1,049,125. Past that amount, the down payment is a quarter of the excess. Selling and paying off the earlier loan restores full entitlement.

Can Coast Guard members use a San Francisco VA home loan?

Yes, once eligibility is established through qualifying service, which the Certificate of Eligibility confirms. Members assigned to Sector San Francisco or Coast Guard Island buy the same way as other service members, and documented housing allowance can count as income.

Is there monthly mortgage insurance on a VA loan?

No. There is no monthly mortgage insurance at any down payment, only the one-time funding fee unless you are exempt. On a large city loan, that difference is a big part of why VA payments compare well with FHA and low-down conventional loans.
