San Diego HELOC: Borrow Against the House, Keep the Rate

A San Diego HELOC lets you use the equity in a house worth around $980,000 without touching the low-rate first mortgage you already have. You draw what you need, when you need it, and pay interest only on what you use. Rates from 7.49% APR, variable, priced by Mike Fisher from Simi Valley with our own programs and, if they fit better, other lenders’.

How a San Diego HELOC Works

A home equity line of credit is a second lien that sits behind your first mortgage. The lender approves a limit, and during a 10-year draw period you borrow against it as you need to, repay, and borrow again, paying interest only on the balance you actually use. After the draw ends, the balance converts to a 20-year repayment schedule. The rate is variable: it is set from the prime rate plus a margin and moves when prime does.

The reason most San Diego owners choose a line is what it leaves alone. A cash-out refinance pays off your first mortgage and replaces it with a bigger one at today’s rate. If your current loan is in the 3% range, that means repricing every dollar you already owe just to borrow a slice more. With a San Diego HELOC the first mortgage, its rate and its payoff date stay exactly as they are. Our HELOC vs cash-out refinance guide has the long version; the local numbers follow below.

San Diego HELOC vs Cash-Out Refinance

Take an owner with $450,000 left on a 3.25% first mortgage who needs $150,000 for a project. The first column keeps that loan and adds a line; the second refinances everything at today’s San Diego County par rate. Only the first year’s interest is compared, which is where the gap is widest. After that, the line’s rate can rise or fall with prime, and you decide how fast to pay it down.

Rate3.25% on $450,000, 7.49% APR variable on $150,0007.125% (7.192% APR) on $600,000
Monthly interest, first year$2,155$3,563

Refinance at today’s par 30-year fixed for San Diego County (780 credit, 30-day lock); a cash-out refinance usually prices higher. Interest only, for comparison. HELOC rate is variable.

How Much Can You Borrow With a San Diego HELOC

Lenders cap the first mortgage and the line together as a share of value, called combined loan-to-value. The table uses the September 2026 typical value of $980,000 and a $450,000 balance, plausible for an owner who bought or refinanced several years ago, and shows the line at three CLTV levels plus interest-only payments on two draw sizes. Plug your own figures into the calculator beside the first section.

Illustration at the San Diego typical value (Zillow, Sep 2026). HELOC rates are variable, based on the prime rate plus a margin, and can change after closing. 7.49% APR is the starting rate as of October 2026 for qualified borrowers with strong credit and lower combined loan-to-value; your rate may be higher. Maximum APR 18%. Fees to open the line range from $0 to $1,500. No annual fee. Property insurance is required, and flood insurance where applicable. Subject to credit approval and property valuation.

Values are holding rather than climbing fast. Zillow’s index was nearly flat over the year to September 2026, which matters for a line because the lender sizes it from today’s value, not from a forecast. The gap between the Census figure, a median of what owners said their homes were worth in 2020 to 2024, and Zillow’s current typical value shows that the equity most owners hold was built up before this year.

Equity is also uneven across the city. North city owners in the high tier, around $1.47 million and up, often carry a large jumbo or high-balance first mortgage at a rate they would hate to lose, with substantial equity above it. Central neighborhoods have smaller balances on older homes.

Ways San Diego Homeowners Use a HELOC

Building a Backyard ADU

The city has pushed hard for accessory dwelling units, and its ADU Home Density Bonus program, revised in the Housing Action Package 2.0, lets projects with deed-restricted affordable ADUs add an extra accessible unit. ADUs and junior ADUs cannot be rented by the night under city rules, so plan on a long-term tenant, a parent or an adult child. A line suits construction because you draw as the builder bills instead of paying interest on the whole budget from day one.

Paying Off the SDHC ADU Construction Loan

The San Diego Housing Commission’s ADU Finance Program lends city owner-occupants of detached homes, earning up to 80% of area median income with a 680 or higher score, up to $250,000 at 3% fixed as a second lien up to 75% loan-to-value. The ADU must rent affordably for seven years, and SDHC expects the loan to be repaid after completion through a refinance or a HELOC. Its page was active with a 2026 flyer as of September 2026. A line valued with the finished unit can take it out while your first mortgage stays put. CalHFA’s separate ADU Grant has been fully allocated since December 2023.

Updating Older Mid-City and Mesa Homes

Uptown and mid-city streets carry early 1900s bungalows and Craftsman houses, and Clairemont and the other mesa communities were built as postwar tracts. Panels, wiring, plumbing, roofs and decades-old kitchens are the usual list, and those jobs rarely cost what the bid said. A revolving line handles what you find behind the walls better than a lump sum.

Hardening a Canyon-Edge Home

Many San Diego streets back onto canyons and open space. CAL FIRE released updated fire hazard severity zone maps for local responsibility areas between February 10 and March 24, 2025, and owners in mapped zones often fund defensible-space work, ember-resistant vents or a new roof before an insurance renewal.

Buying Out Siblings on an Inherited Home

Under Proposition 19, a child who moves into a parent’s former primary residence can keep much of the parent’s assessed value; the exclusion for transfers from February 16, 2025 to February 15, 2027 is the factored base value plus $1,044,586. Heirs who move in sometimes use a line to buy out siblings. An inherited home kept as a rental is reassessed to market value instead.

Down Payments, Tuition and Higher-Rate Debt

Owners also draw for a rental down payment, a child’s tuition, or to retire credit cards and car loans carrying far higher rates. The line is secured by your house, so borrow for things that leave you better off and set a payoff plan for each draw.

HELOC Requirements in San Diego

  • Equity: combined loan-to-value up to 90% on qualifying primary homes, with lines from $50,000 to $800,000. Lower CLTV usually earns a better margin.
  • Credit: each lender sets its own minimum score, and pricing improves as the score rises.
  • Income: pay stubs, W-2s or tax returns for most borrowers, or bank statements for the self-employed (see below). The full payment on the first mortgage and the line must fit your debt-to-income ratio.
  • Valuation: an automated valuation where the lender allows it, or a San Diego County appraiser where it does not.
  • Insurance: homeowners coverage in force. If your carrier moved you to the California FAIR Plan with a difference-in-conditions policy, lenders accept that combination in many cases.
  • Waiting period: on a primary home, federal law lets you cancel until midnight of the third business day after signing, and funds are released after that. Rentals and second homes have no such wait.

Bank Statement HELOC for Self-Employed San Diego Owners

Business owners, contractors and commission earners often write off enough that their tax returns show far less than they actually take home. A bank statement HELOC qualifies on 12 or 24 months of business or personal deposits instead. Expect a somewhat higher rate or lower maximum CLTV than a fully documented line. If the equity sits in a rental rather than your home, an investment property HELOC works the same way against that property.

HELOC Rates in San Diego

Every line Mike arranges is variable. The rate is an index, the prime rate, plus a margin that is fixed for the life of the line, so when prime moves your rate moves with it. Rates start from 7.49% APR, variable, for strong files with lower combined loan-to-value, and the margin rises with higher CLTV, lower scores, smaller lines or non-owner occupancy. Most lines are interest-only during the draw, which keeps early payments low but means the balance does not fall unless you pay extra. Because Mike prices the line with us and, when it helps, other lenders, the same San Diego house can see noticeably different margins.

Other Ways to Tap San Diego Home Equity

A line is not the only shape. A closed-end second mortgage gives you the whole amount at once at a fixed rate and payment, which suits a finished ADU contract with one known price. If you already have a line whose draw period is ending, refinancing the HELOC resets it. And a cash-out refinance still wins when your first mortgage rate is already near today’s market. Home Equity Line of Credit in San Diego: FAQs

How much can I borrow on a San Diego HELOC?

Up to 90% of the home’s value, minus what you owe on the first mortgage, with lines from $50,000 to $800,000. On a typical San Diego home worth about $980,000 with $450,000 owed, that is a line of up to $432,000. Your score, income and the valuation set the final figure.

Does a HELOC change the rate on my first mortgage?

No. The line is a separate second lien. Your first mortgage keeps its rate, payment and payoff date, which is the main reason San Diego owners with a low first rate pick a line over a cash-out refinance.

Can a HELOC pay off the SDHC ADU construction loan?

SDHC’s ADU Finance Program expects its construction loan, up to $250,000 at 3% fixed, to be repaid after the unit is built through a refinance or a HELOC. A line valued with the finished ADU can do that while you keep your first mortgage. The seven-year affordable rent requirement belongs to the SDHC program, so ask SDHC how it applies after payoff.

Can I put my new ADU on Airbnb to help pay the line?

No. City of San Diego short-term residential occupancy rules do not allow ADUs or junior ADUs to be used as short-term rentals. They can be leased long term or used by family, and long-term rent is the realistic income to plan around.

Is the rate on a San Diego HELOC fixed?

No. HELOC rates are variable, set from the prime rate plus a margin, so the rate moves when prime does. Rates start from 7.49% APR, variable, for strong files with lower combined loan-to-value. For a fixed payment, a closed-end second mortgage is the alternative.

Can I get a HELOC on a San Diego condo?

Usually, yes. The lender looks at the unit’s value, your equity and the association’s master insurance along with your own policy. Some lenders cap CLTV lower on condos than on houses, which is one more reason to compare more than one.

You are in Simi Valley. How does a San Diego HELOC close?

Alameda Mortgage lends throughout California, so San Diego lines are handled by phone, email and e-signature, with an automated valuation or a local appraiser and a mobile notary for signing. Mike prices the line with a soft credit check before you commit to anything.
