Riverside DSCR Loans for Rental Property

A Riverside DSCR loan sizes the mortgage to what the property rents for, not to your tax return. Riverside is a city where the rent side has momentum: UC Riverside is growing faster than it can house its students, and March Air Reserve Base and the logistics corridor along I-215 add workers on the east side. Here is how a lender reads a Riverside rental, and how to test the numbers.

How the Rent Qualifies a Riverside DSCR Loan

The debt service coverage ratio divides the monthly rent by the full monthly payment, meaning principal, interest, property tax, insurance and any HOA dues. At 1.00, rent and payment are equal. Lenders generally ask for at least 1.00 and save their sharper pricing for files near 1.20 or better; under 1.00, a few will still lend if you bring more cash or take a higher rate. Your personal income is not used, which suits self-employed investors and owners with several properties.

These loans are for investment property only. If you will live in one unit of a duplex or fourplex, look at FHA or conventional financing first; both allow far less down when you occupy the property.

Running the Ratio on a Central Riverside Rental

The calculator starts with a $575,000 house, close to the September 2026 Zillow typical values in Ramona, Magnolia Center and Presidential Park, renting at the citywide average of $2,427, with 25% down and estimated tax and insurance. Replace the figures with the listing you are looking at to see how a Riverside DSCR loan would size.

Example only. The rate is an illustration built from today’s Riverside County 30-year par rate plus one point, not a DSCR quote; pricing depends on the ratio, credit, loan size, prepayment terms and property type. Tax is estimated at 1.15% of price and insurance at 0.35%. The rent is Zillow’s citywide average across all unit types (September 2026), not a rent estimate for this house.

At those inputs the ratio comes in under 1.00. Investors can close it with more down, a two- to four-unit property, a rent that comes in above the citywide average because of location or layout, or a lender that accepts a ratio below 1.00 at a higher rate. Note the difference between today’s average rent and the Census Bureau’s 2020-2024 median gross rent of $1,914: a tenant in place on an older lease may be paying well below market, and lenders generally underwrite the lease or the appraiser’s market rent according to their own rules.

UC Riverside Is Outgrowing Its Housing

The university’s growth is the headline number for Riverside landlords. Fall 2025 brought 27,767 students and a record intake of 8,297 freshmen and transfers, a 24% jump, with targets of 30,000 by 2030 and 35,000 by 2035. Roughly 4,000 campus beds have been built since 2020, the largest a 1,568-bed complex in fall 2025, yet UCR said in March 2026 (EdSource) that it remains short of housing. Students who do not get campus housing rent off campus, which supports demand for houses, small multi-unit buildings and ADUs near the university. Student leases can turn over often, so budget for vacancy and wear even when demand is steady.

March, the Inland Port and the I-215 Corridor

The other source of tenants is on the east side. March Air Reserve Base has no on-base family housing, so reservists and civilian staff rent locally, and the March Inland Port employment center run by the March Joint Powers Authority projects 38,000 jobs. Logistics and warehousing along I-215 near March is Riverside County’s third-largest employment sector, according to a Claremont McKenna labor report from March 2025. Riverside is also the county seat, and County of Riverside government is one of its major employers. Census and ESRI counts put renters at roughly 43% to 46% of the city’s households, about 45,100 renter units in ESRI’s 2024 figures.

Where Riverside Rentals Come Closest to a 1.00 Ratio

Zillow typical values for September 2026. Rents vary by unit far more than a citywide average shows, so get a rent estimate for the specific property.

Casa Blanca

About $555,000, one of the lowest typical values Zillow lists in the city, which gives the citywide rent the best chance of approaching the full payment.

Ramona, Magnolia Center and Presidential Park

Older central neighborhoods at roughly $572,000 to $578,000. Expect higher maintenance reserves on older houses, and check the certificate of occupancy date for AB 1482 coverage.

Sycamore Canyon

On the east side along the I-215 corridor toward March, where reservists, civilian staff and logistics workers add renter demand. Zillow does not publish a separate value for it.

Arlington South and Victoria

At about $625,000 and $661,000, a typical house here usually needs more than 25% down, or a rent above the citywide average, to reach a 1.00 ratio.

Short Stays: Allowed, but the Tax Is Yours to Remit

Riverside allows short-term rentals with a City of Riverside business tax certificate, which you need before you advertise. Hosts must give guests the city’s Good Neighbor Brochure and collect and remit the 13% transient occupancy tax every month, because Airbnb does not collect it for the city. A 2026 third-party summary of the rules reports no owner-occupancy requirement and no citywide cap, but says ADUs and junior ADUs may only be rented for 30 days or more. Confirm the current rules with the city before you rely on them.

For the loan, that openness helps less than you might think. Plenty of DSCR lenders will finance a short-term rental, yet they disagree on how to count booking income, and a long-term market rent figure from the appraiser is the most accepted basis. Underwriting a Riverside DSCR loan to long-term rent and treating any short-stay income as upside is the cautious approach.

Lease Rules: AB 1482 and the Mobile Home Space-Rent Cap

We found no citywide rent control or local just-cause ordinance beyond California’s AB 1482. That state law sets the ceiling on a covered unit: in a rolling 12-month window, rent can go up by regional CPI plus 5 percentage points, never more than 10% in total, counted from the lowest rent charged during the prior year and split into at most two increases. A vacancy lets you reset to market. Tenants past their first year can only be asked to leave for a reason the statute lists, whether at fault or no fault, and the act sunsets on January 1, 2030. Buildings whose certificate of occupancy is less than 15 years old are outside it, and so are single-family homes and condos owned by individuals (not a corporation, REIT or LLC with a corporate member) when the tenant was given the written exemption notice.

The one local rule is for mobile home parks. Under Riverside Municipal Code Chapter 5.75, annual space-rent increases are capped at 80% of the change in the Los Angeles-Riverside-Orange County CPI for the 12 months ending August 31, for space rents not under a lease longer than one year. If you are buying a park or spaces with a Riverside DSCR loan, that cap shapes the rent you can underwrite.

Terms to Expect on a Riverside DSCR Loan

  • Down payment: 20% to 25% on purchases; a ratio under 1.00 or a lower score pushes it toward 25% or more.
  • Credit: floors around 620 to 660, with better pricing above 700.
  • Reserves: three to six months of payments is common, more with several financed properties.
  • Prepayment penalty: usual, often stepping down from 5% to 1% over five years in exchange for a lower rate.
  • Vesting: most programs allow an LLC with members giving personal guarantees.

DSCR loans are non-QM, and each lender sets its own terms, which is why it pays to compare several. Equity in a Riverside rental you already own can fund the next purchase through an investment property HELOC, without refinancing the first.

Riverside DSCR Loans: Questions People Ask

Is there rent control in Riverside?

Not citywide; our research found nothing beyond state law, which limits a covered unit’s yearly increase to regional CPI plus 5%, with a 10% ceiling. The city does stabilize mobile home park space rents under Municipal Code Chapter 5.75, at 80% of the regional CPI change for spaces not under a lease longer than one year.

Can I run an Airbnb in Riverside and count that income?

Riverside allows short-term rentals with a business tax certificate, the Good Neighbor Brochure and monthly remittance of the 13% transient occupancy tax, which Airbnb does not collect for the city. Some DSCR programs count short-term income, but rules vary, and long-term market rent is the most accepted basis. ADUs and junior ADUs are limited to stays of 30 days or more.

Is a rental near UC Riverside a good fit for a DSCR loan?

The demand is there: UCR enrolled 27,767 students in fall 2025 and plans for 30,000 by 2030, and it says it still needs more housing. A DSCR lender will still qualify the property on documented or appraised market rent, not on how many students might share it, so run the ratio on a realistic lease and budget for turnover.

What ratio do I need on a Riverside rental?

Most lenders start at 1.00, meaning the rent matches the whole payment, and the sharpest pricing usually begins near 1.20. Some programs go to 0.75 with more down or a higher rate. At Riverside’s average rent of $2,427 (Zillow, September 2026), a single-family purchase at typical prices would need extra down payment to reach 1.00.

Can my LLC be the borrower on a Riverside rental?

Usually. DSCR programs commonly lend to an LLC as long as the members sign personal guarantees, and the lender will ask for the operating agreement and proof the company is in good standing. Holding a single-family rental in an LLC with a corporate member also removes it from AB 1482’s single-family exemption, so settle vesting with an attorney first.

Can a Riverside DSCR loan finance a duplex near UCR?

Yes. Two- to four-unit buildings are common DSCR collateral, and because every unit’s rent counts toward one payment, they often reach a 1.00 ratio more easily than a single-family house. If you will live in one unit, compare an owner-occupied FHA or conventional loan, which needs less down.

Does the city transfer tax change a Riverside DSCR loan?

Not the loan terms. The City of Riverside’s $1.10 per $1,000 transfer tax, on top of the county’s $1.10, is a closing cost customarily paid by the seller. If the contract shifts it to you, it adds to cash to close, so include it when you count reserves.
